Declaration of the Presidency on behalf of the European Union Three years after the terrorist attacks of 11 September 2001

Three years after the terrorist attacks of 11 September 2001 in the United States, the European Union commemorates the victims and reiterates its condemnation of all forms of terrorism in the strongest possible terms.
Unfortunately, since that day the world has witnessed an increase of ruthless and cruel attacks on innocent civilians. The taking hostage of children and parents in Russia, kidnappings and killings in Iraq and Afghanistan and indiscriminate bomb attacks in Madrid, Istanbul and Jakarta are only some of the recent terrorist atrocities that have shocked the world. The European Union mourns the victims of terrorism and offers its condolences to their families.
Religious and political leaders across the world are united in their conviction that no religious or political goals can ever justify acts of terrorism. Citizens of all countries loathe terrorism; they deserve that effective action be taken to counter this scourge.
The international community must increase its efforts to combat terrorism. For the European Union the fight is a top priority. The Union and its Member States are collectively investing heavily in the efforts aimed at preventing and countering terrorism. They are determined to continue to do so. The European Union stands ready to work together with all partners in this most important undertaking.
