High security as world leaders arrive for Yad Vashem opening

An unprecedented number of international dignitaries is expected at the inauguration of the new Holocaust History Museum at Yad Vashem in Jerusalem on Tuesday. Beginning Monday, high-level delegations will arrive from some 40 countries to take part in the ceremonies. Heading the delegations will be United Nations Secretary General Kofi Annan, seven heads of state, six prime ministers and scores of senior ministers.
The Jerusalem police has completed its preparations for the events surrounding the opening of the new museum. Hundreds of policemen, Border Police and volunteers from other districts will deploy in the early morning around the hotels hosting the visitors, and along the routes leading to the opening ceremony and to places where meetings are scheduled with the prime minister and president. A headquarters will be set up at each hotel, under the command of a senior police officer. Each delegation will be accompanied by a police unit.

District Commander Ilan Franco will supervise the security arrangements and the various events.

Over the past few days the list of participants has swelled, with representatives from Portugal, the Ukraine, Finland, Ireland and Hungary joining. Italy decided Monday that Senate chairman Prof. Marcelo Pera will participate in lieu of Prime Minister Silvio Berlusconi, who was obliged to cancel his participation due to a coalition crisis. The United States' delegation will be led by New York Mayor Michael Bloomberg, after it became clear that senior officials in the administration would not be able to change their schedules to make the trip. In addition to political leaders, the ceremony will be attended by prominent figures such as Elie Wiesel and Simone Weil, museum and memorial directors, and scores of Jewish philanthropists from around the world.

The many visitors from overseas will be housed in four hotels in the capital, chiefly at the King David, where the VIPs will be under tight security.

The high point of the inauguration events is a state ceremony to which 2,000 guests have been invited, which will be held Tuesday night. The following morning a special session dealing with Holocaust commemoration will take place with the participation of delegation heads, and Israel and Jewish intellectual and spiritual leaders from around the world.

President Moshe Katsav and Prime Minister Ariel Sharon, who are sponsoring the festivities, will hold receptions for the participants and meet personally with visiting heads of state. Foreign Minister Silvan Shalom and Education Minister Limor Livnat will also play an active role in hosting the events.

The new history museum is meant to ensure the future status of Yad Vashem, the Martyrs and Heroes Remembrance Authority, as the world's leading institution for Holocaust commemoration. Its construction was, to a great extent, a response to the opening of the Holocaust Museum in Washington, D.C. in 1993. Over the past years similar museums have been built in many places around the world, as a result of growing international interest in the Shoah and in various aspects of its history.

In addition to the Holocaust History Museum, several other smaller museums will be inaugurated in the coming year at Yad Vashem, reflecting the profound interest in the Israeli world of art in the Holocaust and featuring a film archives with thousands of testimonies of survivors. The new museums are the final, $56-million phase of a multi-year development plan devised in 1994.

The entire Yad Vashem plan, totaling $95 million, has included creation of an international school for the teaching of the Holocaust and a new entry complex into the site. The major sources of funding for the projects have been Jewish donors and institutions from abroad; only 15 percent came from Israeli government funds.

Over the past years Yad Vashem began an additional project - computerizing its databases and making them available online - at a total cost of $22 million. This endeavor, too, was almost entirely funded by private donors.

Because of the intensive security, traffic problems are expected in Jerusalem during the next two days. Beginning Monday night and until Wednesday, King David Street will be entirely closed to traffic. Tuesday afternoon, when the first ceremony is held, and on Wednesday morning, routes leading to Mt. Herzl from the entrance to the city will be closed off from time to time. The police recommends that the public use the Begin Highway as an alternative route. Public transportation will also be redirected during the ceremonies.
