EU Reprimands The Netherlands Over Foreign Worker Curbs

BRUSSELS (Dow Jones)--The European Commission Wednesday reprimanded the Netherlands over "unjustified restrictions" on temporary workers, such as builders and plumbers, from central and eastern European countries.
The Commission is demanding that the Dutch authorities change rules presently requiring businesses in central and eastern Europe to obtain work permits for staff before they can post them to the Netherlands. The Netherlands doesn't impose such requirements on workers from other European Union countries.
In a strongly-worded statement, the commission said that the discriminatory treatment is "flagrant" because the Dutch authorities often take several weeks to issue permits, during which time companies can lose contracts. The commission said it had received repeated complaints from a company based in one of the eight central and eastern European countries that joined the E.U. last year, but declined to be more specific.
The Commission has given the Netherlands two months to make the changes otherwise it will launch a suit at the European Court of Justice. The Luxembourg-based court has the power to impose fines.
