A third intifada?


Following the drive-by killing of three Israeli civilians in the West Bank on Sunday, Israel announced its suspension of contacts with the Palestinian Authority.

The recent violence in the West Bank and a weakened Palestinian Authority are shattering hopes that Israel's recent pullout from Gaza would lead to new talks between the two sides.

The government is still seemingly without a cohesive post-disengagement strategy for dealing with a protracted upsurge in attacks - possibly the start of a long predicted "third intifada" - exacerbated by the PA's reluctance to tackle armed groups, particularly Hamas, which is challenging PA rule in Gaza.

What can Israel do to calm tensions? How should the PA deal with the prospective challenges posed by militant groups? How likely is it that the situation will deteriorate to previous levels of violence?
