'Financiële instorting Palestina in 2 weken'

Report: Iran promises Hamas $250 million in aid

Iran promised Hamas to transfer $250 million to the Palestinian Authority after Israel and the United States cut off PA funding, according to a report by the London-based Al Hayat newspaper quoted by Israel Radio on Tuesday.

The promise was made to the head of the militant group's political bureau, Khaled Meshal, while he was visiting Tehran, the report said.

Also Tuesday, Hamas spokesman in the Gaza Strip, Sami Abu Zuhri welcomed the European Union decision to grant $143 million in urgent aid to the Palestinians before a government takes office led by Hamas.

Abu Zuhri said that U.S. and Israeli efforts to cut off international aid to the Palestinians had failed, the radio reported.

The United States also welcomed the EU decision. "It is a sign that we are all working together," said State Department deputy spokesman Adam Ereli.

French Foreign Minister Philippe Douste-Blazy said that the funds were required to avoid "economic chaos" from paralyzing the Palestinian Authority.

Secretary of State Condoleezza Rice talked to senior EU officials Sunday, the spokesman said. "We are all working together to prevent a collapse of the interim PA government and to support the Palestinian people," Ereli said.

The Bush administration, which is not providing assistance to the Palestinian Authority this year, is due to announce shortly whether it will contribute to Palestinian projects.

The United States has ruled out any assistance to a Hamas-led government while the EU has kept silent on its plans.

"Obviously, when there is a new government, we'll need to reasses our positions, based on the formation of that government and the composition of that government," Ereli said.

He said the so-called Quartet - the United States, the EU, the United Nations and Russia - would review future assistance against the new government's commitment to principles such as recognizing Israel's right to exist and abandoning terrorism.

Ereli said Rice and others in the quartet have clear the humanitarian needs of the Palestinians will not be neglected whatever government they have.

For its part, the EU is taking a wait-and-see attitude.

Austrian Foreign Minister Ursula Plassnik, whose country now holds the EU presidency, said the aid will not change the EU demand that Hamas must "accept the principles of nonviolence, recognize Israel's right to exist" and existing accords that the Palestinians and Israel have reached over the years.

"We need to have some patience now" to allow for government formation talks, said EU External Relations Commissioner Benita Ferrero-Waldner. "Later on we'll have to decide what comes next."

EU officials said the aid package comprises $48 million to pay for the Palestinian Authority's energy and other utility bills, $76 million for health and education projects and $21 million to help the authority pay its employees.
