Iraq says Iran forces shelled Kurds in Iraq
BAGHDAD, April 30 (Reuters) - Iraq's Defence Ministry said on Sunday that Iranian forces had shelled Kurdish rebel positions this month and crossed 5 km (3 miles) into Iraqi territory.

Iraqi Kurdish officials had said Iranian forces shelled Iranian Kurdish rebel positions inside northern Iraq on April 21 to repel an attack, wounding at least four civilians.

"Iranian forces bombed border areas in the Haj Umran area, the Iranian forces crossed 5 km over the border and bombed Lolan with more than 180 heavy artillery shells targeting the Kurdistan Workers Party (PKK)," a ministry statement said.

The statement was the first official Iraqi confirmation of the incident.

The breach by Iranian forces could fuel accusations of Iranian interference in Iraq by Sunni Arab politicians.

Turkish Armed Forces Strike PKK Camps in N. Iraq
The Turkish armed forces have launched their first military operation along the Iraqi border where Turkish troops have concentrated for days.

The Northern Iraqi cities of Amedi and Zaho, sheltering Kurdish Workers' Party (PKK) militants, were hit with mortar attacks in “Operation Crescent.”

First reports say that locations where militants were lodged in the regions of Geliye, Pisaxa, Pirbela, Sheshdara, Sheranish and Elanish were demolished.

The "Burgundy Beret" units performed a recognizance mission in the area a while ago as part of the Special Forces Command.

Troop deployment to the region from different parts of the country continues.

Along with the transfer of commandos, heavy construction equipment is also being brought to the border for use during a possible cross-border operation.

The Iranian military extended their operation 10 kilometers to maintain security along the border.

A security cordon has been established to ensure the safety of troops that check not only Mt. Cudi, but other passages and routes for safety.

There is also top-level security present en route to the Border Gate Habur-2.

In another development, Kurdish militias (Peshmergas) under the leadership of Massoud Barzani tightened security measures along the Northern Iraqi border.

On Thursday, a statement from Barzani called attention to a plea for cessation of external intervention in Iraq's domestic affairs. The need for agreement between officials from both Turkey and North Iraq was stressed.

Mehmet Gunes, a truck driver, said something interesting while on routine transit through the Border Gate Habur. "We are well accustomed to seeing such things. It’s the media that magnifies what we consider normal, I think." Gunes also said that the truck drivers are not having any problem transiting border gates for the moment.

There is not any unusual military activity going on here against North Iraq, said Gunes, and some residents here are still unaware of the recent developments.

The Operation Crescent, a cross-border operation, is remarkable for one other thing: the exclusion of village guards from the operation

US opposes Turkish action against Kurds
Rice seeks 3-way cooperation between Turkey, Iraq, USA
ANKARA (AFP) - US Secretary of State Condoleezza
Rice urged Turkey yesterday to refrain from
unilateral action against Iraq-based separatist
Kurdish rebels, calling instead for renewed unilateral
cooperation to fight the threat.
“We agreed that we all have interests in making
certain that the borders of Iraq are as secure
as possible... to make sure that Iraqi soil cannot
be used as a base for terrorism,” Rice told reporters
after talks with her Turkish counterpart
Abdullah Gul.
Rice said she and Gul agreed to reactivate a
security mechanism between Washington,
Ankara and Baghdad to discuss and implement
measures against the outlawed Kurdistan
Workers’ Party (PKK) once the new Iraqi government
takes office.
“We share information and we will continue to be active in the future in helping with the PKK, but of course we want to be sure that anything we do contributes to the stability in Iraq and does not threaten the stability or make a difficult situation worse,” Rice said. “That is why a cooperative approach is very important,” she added.
Rice’s comments came as Turkey massed troops in areas bordering Iraq and Iran to intensify operations against rebels who have been infiltrating southeastern Turkey from their northern Iraq bases in growing numbers since the start of spring to engage in violent action on Turkish territory.

Turkey says an estimated 5,000 PKK rebels have found refugee in northern Iraq since 1999, when the group, considered a terrorist organization by both Ankara and Washington, declared a unilateral cease fire and withdrew from Turkey.
Ankara has repeatedly urged the United States to crack down on PKK bases in Kurdishheld northern Iraq, but Washington says its troops are swamped by violence in other parts of Iraq.
The issue has gained importance for Turkey in recent weeks amid escalating clashes between the PKK and the army in the southeast and a series of bomb attacks blamed on the group in urban centers around the country.

Kurdistan: Dangerous Passage
Turkey embraces 'hot pursuit' in northern Iraq.

May 8, 2006 issue - Could another front be opening in the Iraq war? Over recent weeks, some 200,000 Turkish troops, backed by tanks and helicopter gunships, have massed along the mountainous border with Iraq. Trucks passing from Turkey, ferrying the imported goods and foodstuffs that are the lifeblood of the Kurdish economy, have slowed from 1,000 a day to just a couple of hundred. The Turkish military says its troops are there only to prevent armed insurgents of the Kurdish PKK rebel group from crossing into Turkey from their bases on Iraq's Kandil Mountain. But last week, according to angry Foreign Ministry officials in Baghdad, Turkish commandos briefly crossed 15 kilometers into Iraqi territory in pursuit of PKK rebels—a move that could signal dangerous new frictions to come.

Compared with the rest of the country, Iraqi Kurdistan has been a haven of stability—still subject to insurgent bombings, but generally free of the kind of sectarian violence that has racked Baghdad and other major cities in recent weeks. But tensions are rising. Shia militiamen from Moqtada al-Sadr's Mahdi Army have begun moving into oil-rich Kirkuk, claimed as part of Kurdistan. In neighboring Iran last month some 10,000 troops attacked PKK-affiliated rebels who defy Tehran's rule in the region. And the Turks have grown increasingly frustrated with the 5,000 guerrillas holed up at Kandil. Over the last two months, the PKK and its political affiliates have stepped up violence inside Turkey to levels not seen in a decade. At least eight government troops were killed in a series of ambushes in Turkey's southeast; two bombs linked to the PKK were planted in Istanbul and, last month, 14 civilians were killed as Kurdish cities all over the southeast erupted in violence.

Ankara is losing patience with the United States, which has promised to deal with the PKK problem. Last week Gen. Hilmi Ozkok, chief of the politically powerful General Staff, claimed that Turkey had the right to defend itself under the United Nations Charter, hinting strongly that the military was seriously considering hot-pursuit cross-border raids. (Before Saddam was toppled in 2003, Turkish troops used to cross the border regularly chasing the PKK, often with the connivance of local Iraqi Kurdish groups which had their own differences with the PKK.) And Turkish Foreign Minister Abdullah Gul told U.S. Secretary of State Condoleezza Rice, in Ankara last week to try to defuse the crisis, that "we expect the U.S. to do more and to be more active." In reply, Rice warned that any cross-border operations would have "a destabilizing effect" on Iraq's fragile security.

Washington is caught between two allies—NATO member Turkey, its closest friend in the Muslim world, and the Iraqi Kurds, its closest ally within Iraq. By rights, of course, dealing with the PKK "should be the responsibility of the Iraqi government," as a senior Iraqi official puts it, not wishing to speak publicly on security matters. "We will not allow any PKK attacks on [Turkey] from our soil. But the limits on the central government are obvious. According to one U.S. official, also not wishing to be quoted on such a sensitive topic, Washington has been trying to pressure Iraq's Kurds to crack down on the PKK themselves, before Ankara steps up its campaign. U.S. Ambassador Zalmay Khalilzad has several points of leverage. One is that the Kurds are desperate to have a more or less permanent American military base on their territory as insurance against a future anti-Kurdish regime in Baghdad. Another is that the Kurds will need U.S. help to contain any Shia designs on oil-rich Kirkuk. Also, they need Washington's support in any deal on the parceling out of the country's future oil revenues.

So, the big question is why the Iraqi Kurds aren't cracking down on the PKK insurgents, with whom, after all, they once used to clash. One reason is that, under Saddam, the precarious autonomy of Iraq's Kurds was largely dependent on the good will of Ankara. That was ample incentive to keep the PKK in check. But today, Iraqi Kurds are much more confident. For the first time, they have their own nation in all but name—and are thus more willing to support the nationalistic aspirations of their 14 million countrymen living in Turkey. In words widely interpreted in Ankara as a veiled threat to support a Kurdish insurgency inside Turkey if the cross-border raids continue, Massoud Barzani, leader of the Kurdistan Regional Government, warned last week that if Turkey tries "to stop our people from profiting or progressing," then Turkey's own "stability and security" would suffer. That kind of talk is likely to reinforce Turkey's determination to stamp out the PKK once and for all—and take their war inside Iraq if necessary.

ANKARA [MENL] -- Iraq has become increasingly concerned over a major Turkish military invasion of Kurdistan.

The two countries have met to discuss what diplomatic sources said was Turkish military deployment along the Iraqi border. The sources said Baghdad asserted that Turkish troops have been entering Iraq in pursuit of Kurdish insurgents.

"This [deployment] is only aimed to prevent infiltrations of the terrorist organization into Turkey," Turkish Foreign Minister Abdullah Gul said. "Our security forces are taking measures because with the arrival of spring the terrorists have become active and are infiltrating our borders."

So far, the Turkish military was said to have penetrated 10 kilometers into Iraq in the operation against the Kurdish Workers Party, or PKK. Ankara has been aided by a 2,000-soldier Turkish contingent, based in northern Iraq prior to the U.S.-led invasion in 2003
