Women's groups in Turkey have condemned a new draft constitution, saying it sets the country back years in terms of gender equality.

A new constitution is being prepared to replace the current one, introduced after the military coup of 1980.

The proposed constitution has already sparked fierce debate with a clause to allow women to attend university wearing the Islamic headscarf.

Speaking on Tuesday, Prime Minister Recep Tayyip Erdogan assured critics the new draft constitution will reflect the values and needs of all groups of society.

'Patriarchal society'

More than 80 women's groups have come together to voice strong opposition to the draft constitution, calling it a major step backwards for equal rights.

The current constitution in Turkey obliges the government to ensure equality for all - a clause that women's groups fought hard to include.

The new draft removes that, describing women instead as a vulnerable group in need of special protection.

Women's rights activist Selen Lermioglu calls that worrying proof that Turkey is still a highly patriarchal society.

"If the government accepts this it will show their ideology and mindset about women and men - that women are a group that needs to be protected," she said.

"No we're not, we don't need protection. We need equality and ask for that, not protection.

"If all laws and the whole constitution is prepared with this mindset, it can have a really bad impact," she added.

The group says it has not formed a common position yet on the issue of the Islamic headscarf, worn by more than 60% of Turkish woman but banned in state offices, schools and universities.

The government wants to change the constitution to ensure girls who cover their heads can attend university.

Women's activists, like the wider society here, are divided on that.

So far the new constitution has been drafted behind closed doors: now women's groups are demanding to be consulted.

They want to make this process an opportunity to push for more rights, not fewer, including a clause insisting on a temporary quota for women, to eliminate discrimination in all areas.

They argue that is the only way to lift Turkey from close to the bottom of the list in Europe on gender equality.

Turkish constitution to be ‘inclusive’

ANKARA (Reuters) – Turkish Prime Minister Recep Tayyip Erdogan tried to reassure his secularist opponents yesterday that a planned new constitution would be broadly based and would reflect the values of the whole nation.

Secularists, including top judges and university rectors, fear the ruling Justice and Development Party (AKP), which has Islamist roots, is using constitutional reform as a cover to erode the separation of state and religion in Turkey, a notion Erdogan rejects.

The secularists have accused the government of preparing the constitutional changes in secret, without proper consultation and discussion.

“We will prepare a constitution that can be accepted by all sections of society... It will take into account our citizens’ sensitivities and the basic values of our nation,” Erdogan told a televised gathering of AKP members of parliament.

“Our constitution will be prepared with maximum agreement and will eventually be presented to our nation for its approval,” he said, referring to a planned referendum on the final text, most likely next year.

Erdogan has said previously the new constitution will strengthen individual rights and freedoms and bring Turkey closer to the European Union, which it aspires to join.

He has not said whether the draft text will include a specific article removing or easing a ban on the Muslim headscarf in universities, a goal of pious conservative AKP supporters which is anathema to the secularists.

Turkey’s powerful military, which views itself as the ultimate guarantor of the secular order, said on Monday it, too, was closely watching the constitutional debates but would reserve judgment until the final text was published.

Turkey’s current constitution is the product of a 1980 army coup and critics say it is too authoritarian and biased in favor of the state for a modern democracy considering EU membership.

Erdogan urged Turkish voters yesterday to vote “yes” to other planned constitutional changes in a referendum set for October 21. The changes include allowing voters instead of parliament to elect Turkey’s presidents in future.

Voters are widely expected to back the changes.

Kennelijk een eerste stap en moeten de vrouwen weer hard aan het werk om e.e.a. weer uit de definitieve grondwet te fietsen..


Dat ze daar geen hulp van het leger bij hoeven te verwachten blijkt volgens mij wel uit een stukje dat gisteren in dezelfde krant stond:

Military urges gov’t to move slow on EU reforms

ANKARA (Reuters) – Turkey’s military has urged the government to move slowly on key reforms sought by the European Union, the Referans business daily said yesterday.

Quoting unnamed officials, the paper said the generals had come out strongly at a recent meeting against any fresh moves on Cyprus, against repealing a law that curbs freedom of expression and against a bill to help non-Muslim religious foundations.

“The General Staff is watching the reform process very closely and has asked the government to behave very sensitively on the issues of Cyprus, Article 301 (of the penal code) and the foundations law,” Referans said.
