Gazprom Ready For Iran Energy Deals


TEHRAN, July 13--Iran and Gazprom Sunday signed an agreement that would see the Russian energy giant help the Islamic republic develop its oil and gas fields, the oil ministry's Shana news agency reported.

"Iran's national oil company and Gazprom signed an agreement in which the two sides will cooperate in the development of Iran's oil and gas fields," the agency said.

It said that working groups would be formed to implement the cooperation and a joint company would be set up between the two countries for cooperation in oil and gas.

"Gazprom will be a cooperative partner for the Islamic Republic of Iran," Alexei Miller, Gazprom chief told President Mahmoud Ahmadinejad in a meeting in Tehran.

He expressed willingness for Gazprom to participate "in big oil and gas projects; in South and North Pars, Azadegan and the Caspian Sea fields."

The agreement between Gazprom and Iran comes a few days after the French firm Total withdrew from South Pars gas deal.

However, Iran's oil Minister Gholamhossein Nozari said on Thursday that the country will "proceed with development with or without them."

Iran has been looking to carry out projects with Russian or Asian firms and has also said it is capable of carrying out such projects with domestic help alone.

Ahmadinejad, for his part, said that Iran was "interested in expanding ties with Russia in oil and gas as far as possible."

The South Pars field in the Persian Gulf has around 500 trillion cubic feet (14 trillion cubic meters) of gas, which represents about eight percent of world reserves.

Azadegan is Iran's biggest onshore oil field with an estimated 42 billion barrels of crude oil in place and production started in February using only Iranian firms after the Japanese partner Inpex quit the project.

Dan hadden we er misschien nog iets waarde aan kunnen verbinden.

Zover ik weet heeft Gazprom in 2006 het afgewezen???

Dat bedoel ik nu, ik kom overal dit nieuws tegen, maar niet op de officiele site van Gazprom.ru of op een russische newssite, terwijl het groot nieuws zou moeten zijn voor zowel Rusland als Gazprom.

Ook de nieuwssite van het ANP maakt het nieuws nog niet bekend, vandaar!

Maar dat hadden ze al in 2002, net zoals er in 2003 al proefboringen werden gedaan door Gazprom.

Gazprom's delegation visits Iran

Led by Alexey Miller, the Management Committee Chairman, a Gazprom delegation paid a working visit to the Islamic Republic of Iran.

Within the visit the delegation met with Gholamhossein Nozari, Iranian Oil Minister and Seifullah Jashnsaz, Managing Director of the National Iranian Oil Company.

The parties discussed the top-priority steps towards cooperation deepening in the oil and gas area including the creation of a joint venture to implement oil and gas fields exploration and development projects, the construction of oil and gas processing and transport facilities in Iran. The meeting members also agreed to set up a joint venture dealing with oil and gas projects in Iran, Russia and third countries. A possible execution of swap transactions was also under discussion. The Iranian party raised an issue concerning Russian gas supplies to northern Iran based on long-term agreements.

Following the negotiations results, a Memorandum of Understanding was signed between Gazprom and the National Iranian Oil Company. To implement the Memorandum provisions a joint working group will be formed.

A working meeting between Alexey Miller and Mahmoud Ahmadinejad, the President of the Islamic Republic of Iran was held. During the meeting the parties exchanged their opinions in relation to the possible development of the mutually beneficial long-term partnership between Gazprom and Iran.

The parties discussed the interaction within the preparation for the next meeting of the Gas Exporting Countries Forum. The development of the global gas balance was named as a major challenge of the Forum. A requirement to further develop the Forum as a standing international organization was emphasized.

Background:

At present, Gazprom is engaged in the project of the South Pars gas condensate field development (phases 2 and 3) jointly with the French Total and the Malaysian Petronas.

Having the exclusive rights for the Iranian oil and gas resources, the National Iranian Oil Company (NIOC) is dealing with hydrocarbons exploration and development in Iran and abroad.

Iran is the world’s second largest country in terms of proven gas reserves (28.13 tcm). In 2006 natural gas production in Iran accounted for 105 bcm, consumption – 105.1 bcm, export – 5.7 bcm (to Turkey) and import – 5.8 bcm (from Turkmenistan). The gas consumption in the country is growing in a very quick pace – by circa 7 per cent per annum.

Easy gas riches on hold for Iran

Iran has the world's second-largest gas reserves at a time of rising prices and fears of a supply crunch.

The country's billions of dollars of gas reserves should have it laughing all the way to the bank.

But finding firms with the expertise and steely nerves needed to do business with a country whose alleged nuclear ambitions rankle the US isn't easy.

Total, the French oil company, is the latest to voice its concerns about investing in Iran.

"Today, we would be taking too much political risk to invest in Iran because people will say 'Total will do anything for money'," said Christophe de Margerie, the chief executive of the French energy group, in an interview with the Financial Times.

Total has been engaged in talks about developing Phase 11, one of 23 fields in the potentially lucrative South Pars block and has a memorandum of understanding with the National Iranian Oil Company. Iran had said it wanted Total to commit by the middle of the year.

But the French government has urged the company not to invest in Iran, which tested missiles on Wednesday that could reach Israel, and carried out further tests on Thursday.

In May, Royal Dutch Shell said it would pull out of developing another phase of the South Pars block.

Expertise

Iran has said it can find other companies to invest in South Par and it has its own cash to develop the fields.

But while Iran, like many oil producers, may be sitting on piles of cash, the real issue, say analysts, is not the financial wherewithal but the time and knowledge needed to exploit the reserves to their full.

"One of the things they (Total) really bring to the party, is their expertise and financial firepower to develop large projects," said David Hart, analyst at Fat Prophets, an investment advisory company.

"For Iran, this is fairly serious. To develop a large field is not something you do off the back of an envelope. It takes time, effort, and know-how to pull it off," he added.

"This begins to hit them where it hurts. As long as they are able to produce oil and gas, that is OK. As soon as they are not able to develop future resources, that impedes their ability to act as they like. That brings that into sharp relief for Iran."

Starting again

Some fields within South Pars are already being developed by Iranian companies, a fact that illustrates the difficulty of getting foreign investors on board.

While other companies could develop South Par, restarting negotiations slows down a process that Iran - already witnessing Qatar profit from the sale of gas from its share of the South Pars fields - would like to see move quite fast.

"Iran is pretty eager to start exploring immediately," said Mohammed Shakeel, Iran analyst at the Economist Intelligence Unit. "If they stumble now, it is like going back to the drawing board."

Investors from energy-hungry China or Russia, such as Gazprom, may be able to develop South Par, but not necessarily as well as Total.

"It is question of who can do it better. It is not that this couldn't be developed, it is who would do it fastest and most optimally," said Mr Hart.

"For that, it is not just the oil companies like Total, but oil service companies, who provide infrastructure and that kind of support, to help speed up the development."

Hedging their bets

But when reading between the lines of the comments from Total it is not necessarily clear that the firm is planning to shut the door on South Par, just wary of proceeding in the current climate.

Mr de Margerie says that "today" there might be too much risk, a caveat that indicates it still believes there could be a future for Total in South Par.

"Total has been in negotiation with Iran for a number of years," said Mr Shakeel.

"I am doubtful Total would back out. It realises Iran's potential is huge... the situation is precarious, they are hedging their bets."

Ben benieuwd of ze ook hun eigen leger meenemen naar Iran voor bewaking van de installaties. :p
