De Verenigde Staten willen een koopvaardijschip inhuren om honderden tonnen wapens vanuit Griekenland naar Israël te vervoeren. Dat blijkt uit gevoelige documenten waar persbureau Reuters inzage in heeft gehad.

Het gaat om een veel grotere lading dan gebruikelijk, zeggen tussenhandelaren en een militair analist in Londen. "Ruim drieduizend ton munitie in een keer verschepen is veel", aldus een tussenhandelaar, die anoniem wilde blijven. "Dit type verzoek is nogal zeldzaam. Dat hebben we afgelopen jaren niet vaak gezien." Op het document staan explosieve substanties vermeld en ontstekers.

Het verzoek is ingediend op 31 december. Vanwege de timing kan de lading 'afwijkend' zijn en te maken hebben met het Gaza-offensief, aldus de analist. De Israëlische aanval op de Gazastrook begon op 27 december.

Een woordvoerder van het Amerikaanse ministerie van Defensie spreekt echter tegen dat er een verband is tussen de scheepslading en de Israëlische militaire operatie. De munitie is volgens hem bestemd voor een Amerikaanse wapenvoorraad in Israël. Het Amerikaanse leger heeft in verscheidene landen wapenreserves liggen voor het geval het land dringend oorlogsmateriaal nodig heeft. "Deze eerder geplande verscheping is routine", verzekerde de zegsman van het Pentagon.

The Pentagon seeks to hire a ship for a large arms delivery to Israel, adding to fears that Israel's military campaign in the region is to continue for long.

The US is trying to hire a merchant ship that can carry hundreds of tons of weapons from Greece to Israel later this month; Reuters reported citing tender documents it had obtained.

According to the US Navy's Military Sealift Command (MSC), the ship will transport 325 standard 20-foot containers of what has been called 'ammunition' from the Greek port of Astakos to the Israeli port of Ashdod on two separate trips in the second half of January.

A description on the manifest says the containers will be loaded with 'hazardous material', such as explosive substances and detonators, without giving any more details.

The Pentagon announced the tender for the ship in the last hours of 2008. The two deadlines set for the deliveries are January 25 and the last day of the month.

Meanwhile, a Pentagon spokesman confirmed the planned arms shipment to Israel, but denied that the delivery was linked to the Israel's deadly offensive in Gaza.

"This previously scheduled shipment is routine and not in support of the current situation in Gaza," said Air Force Lt. Col. Patrick Ryder.

However, a senior military analyst in London, who wished to remain unnamed, said the timing of the shipments shows that they may be 'irregular' and linked to the military operation in Gaza.

The tender for the ship followed a December US arms delivery to Israel, which was also carried out by a merchant ship.

This is while shipping brokers in London who have carried out weapon deliveries for the British and US military in the past say that shipment of such a large cargo of weapons to Israel is rare.

"Shipping 3,000-odd tons of ammunition in one go is a lot… this is pretty rare and we haven't seen much of it quoted in the market over the years," one broker said, on condition of anonymity.

Tender documents indicate that the German ship hired by the US in early December also carried a massive cargo of weapons that weighed over 2.6 million kg and filled up to 989 standard 20-foot containers to Ashdod from North Carolina.

In September, the US Congress approved a plan to sell Israel 1,000 bunker-buster bombs, of the Guided Bomb Unit-39 (GBU-39), that use GPS to find their way and are able to penetrate deep fortified constructions, such as Iran's nuclear facilities.

Last week, The Jerusalem Post, reported that the first shipment of the missiles arrived in early December, adding that the bombs had been used in the military onslaught in Gaza.

So far, Israel's 15-day offensive in the besieged Palestinian enclave has claimed the lives of more than 800 Palestinians and wounded almost 3500.

Hamas on the other hand says Palestinian fighters have so far killed at least 30 Israeli soldiers and wounded more than 80 others.

DEBKAfile's military sources note that the Israel's air, ground, tank and sea offensive against Hamas in Gaza entered its 15th day Saturday, Jan. 10.

10/01/2009 The U.S. Congress completed Friday its show of support for Israel’s attack on Gaza and its right to defend itself with an overwhelming majority of House members approving a non-binding resolution backing Israel. On Thursday the Senate adopted a similar resolution by unanimous consent.

"We ratify that Israel, as any other nation, has the right of self defense when it finds itself under increasing rockets and mortar shell fire from the Gaza Strip", said Pelosi; adding that the "rocket fire has become an unacceptable security threat, which Israel is bound to retaliate on."

House Majority Leader Boehner reiterated the US commitment to Israel, saying that it would stand by its ally of 60 years in the current conflict. The US, he said, "cannot abide with Hamas decision to violate the ceasefire agreement and launch violent attacks on Israel." Congress, he concluded, "unequivocally supports Israel's right to self defense unequivocally."

The resolutions not only demonstrated once again the wall-to-wall support Israel enjoys among Capitol Hill lawmakers, but also managed unite a wide spectrum of advocacy groups in praising congressional actions.

The American Israel Public Affairs Committee, the pro-Israel lobbying powerhouse, issued statements applauding the passage of the resolutions. “While Israel is forced to defend its citizens from those who aim to destroy her, America has, as always, remained a voice of strength and reason,” an Aipac statement read. The congressional resolutions express “vigorous support and unwavering commitment to the welfare, security, and survival of the State of Israel” and demand that Hamas end rocket attacks against Israel.

Dovish Jewish groups, while more cautious in their reaction, also welcomed the congressional outcome, since it included a mention of the need for a cease-fire “as soon as possible” and for the advancement of a two-state solution to the Israeli–Palestinian conflict.

A spokesman for Americans for Peace Now, Ori Nir, said the group views the resolution as a success. “It is a success because our messages were well received by the Hill staffers who drafted it. Elements that were very important to us all along are featured front and center in this resolution,” Nir said.

Though the call for an immediate cease-fire, issued by dovish groups in messages to their supporters, was not echoed in full in the final text of the resolutions, the groups did play, according to congressional sources, a role in helping shape the language. The sources said representatives from at least two dovish organizations were presented with drafts of the resolutions in early stages and that the House Committee on Foreign Affairs took into consideration many of the issues raised by these groups. A source involved in the talks described the input of these groups as “significant.”

“Sometimes groups come to us and ask for their dream positions, but even if they don’t get everything, they can be pleased with the outcome,” a senior congressional staffer said.

The call for an immediate cease-fire was at the heart of the debate between the dovish groups and Aipac, which organized a massive drive for congressional statements supporting Israel.

Aipac welcomed the final language, which included a call for cease-fire, but a Friday statement by the group made it clear that the group opposes an unconditional call for cease-fire, such as that adopted by the United Nations Security Council Thursday. “By calling for an immediate cease-fire without expressing these conditions, the Security Council undermines the prospect for a durable and sustainable end to the conflict,” stated an Aipac press release. The lobby also “expressed its disappointment” with the U.S. administration for its decision not to veto the Security Council resolution. Aipac’s criticism of the Bush administration is seen as rare and unusual, since the lobby has consistently praised the administration’s views and actions regarding Israel.

The U.S. military has sought to hire a merchant ship to deliver ammunition to Israel this month, tender documents show, but the Pentagon said the shipment was not linked to the conflict in the Gaza Strip.

A Pentagon spokesman said the ammunition was for a U.S. stockpile in Israel. The U.S. military pre-positions stockpiles in some countries in case it needs supplies at short notice.

In the tender documents, the U.S. Navy's Military Sealift Command (MSC) said the ship was to carry 325 standard 20-foot containers of what is listed as "ammunition" on two separate journeys from the Greek port of Astakos to the Israeli port of Ashdod in mid-to-late January.

Air Force Lt. Col. Patrick Ryder, a Pentagon spokesman, said he would not comment on shipping routes for security reasons but confirmed a shipment of ammunition to Israel was planned.

"The delivery of ammunition is to a pre-positioned U.S. munitions stockpile in Israel in accordance with a congressionally authorized 1990 agreement between the U.S. and Israel," Ryder said.

"This previously scheduled shipment is routine and not in support of the current situation in Gaza."

The shipment originated in the United States, Ryder said. He provided no further details on the intended cargo.

A "hazardous material" designation on the manifest mentions explosive substances and detonators but gives no other details.

The request for the ship was made on Dec. 31, with the first leg of the charter to arrive no later than Jan. 25 and the second at the end of the month.

The tender for the vessel follows the hiring of a commercial ship to carry a much larger consignment of ordnance in December.

A German shipping firm which won that tender confirmed the order when contacted by Reuters but declined to comment further.

In September, the U.S. Congress approved the sale of 1,000 bunker-buster missiles to Israel. The GPS-guided GBU-39 is said to be one of the most accurate bombs in the world.
