‘Had het Westen Egypte en Tunesië maar aangepakt als Zuid-Afrika’

Als het Westen Tunesië en Egypte had aangepakt als Zuid-Afrika ten tijde van de apartheid, dan was er nu niet zoveel onrust geweest in de Arabische wereld. Dat zegt de voormalige Zuid-Afrikaanse president Frederik Willem de Klerk (wiki). Als hij niet gedwongen was om met zijn politieke tegenstanders aan tafel te gaan zitten en te onderhandelen, was hetzelfde gebeurd in zijn land.
Dat zegt De Klerk tegen verslaggever Bill Keller, die dinsdag een column schreef in de New York Times over leiders die op een gracieuze wijze de macht over hun land verloren. De Klerk:
“America and the European Union and other leading countries in the world might ask themselves, maybe they should have applied the same pressure that they did on South Africa to some of their friends in the Middle East. That could have helped to avoid what is happening now.”
Volgens de voormalig staatsman zullen sancties tegen Libië (die hij wel nodig acht om het huidige geweld een halt toe te roepen) of andere dictaturen op de lange termijn niets uithalen. Want uit eigen ervaring weet hij dat die gemakkelijk als regime te omzeilen zijn.
“We circumvented them so successfully. When there was an oil embargo, we stored up oil to the extent that when in the early ’80s, when I became minister of mineral and energy affairs, we had enough oil stored … to last four years without a new drop of oil coming into South Africa.”
Alleen het volk lijdt daaronder en richt de blik van de politiek naar binnen. Het land sluit zich af voor kritiek en voelt zich gesterkt in haar eigen bewind, vertelt De Klerk. Doordat het regime Zuid-Afrika gedwongen werd om te praten met alle partijen in plaats van alleen te kiezen met wie zij zelf wilden praten, kon er echte vooruitgang geboekt worden in de afschaffing van de apartheid.
“It’s one lesson we’ve learned. For years in South Africa, consecutive National Party governments tried to pick whom they wanted to negotiate with on the black side. Those people who were then willing to negotiate — while the A.N.C. was saying no — became depicted as sort of puppets of the National Party government.” It was only when the white rulers agreed to negotiate with the African National Congress, after long demonizing the A.N.C. as communists and terrorists, that the negotiations achieved a measure of credibility.
