RIO DE JANEIRO - De Amerikaanse president John F. Kennedy (1917-1963) overwoog serieus in 1963 Brazilië binnen te vallen om zijn linkse Braziliaanse ambtgenoot Joao Goulart (1918-1976) ten val te brengen. Dit berichtten maandag Braziliaanse media op grond van een boek dat in februari verschijnt van de onderzoeker en journalist Elio Gaspari.
Voor het boek over de militaire dictatuur in Brazilië, De beschaamde dictatuur, zijn archieven geopend die eerder niet beschikbaar waren.
De visie op Goulart van de toenmalige Amerikaanse ambassadeur in Brazilië, Lincoln Gordon, heeft volgens de publicatie een doorslaggevende rol gespeeld bij Kennedy's besluit in het Witte Huis over militair ingrijpen in het grote Zuid-Amerikaanse land te beginnen. Dat zou op een vergadering op 7 oktober 1963 zijn gebeurd. De conclusie was dat er militair moest worden ingegrepen als Goularts linkse beleid verder radicaliseerde.
Kennedy werd in november vermoord en Goulart werd in 1964 door zijn eigen leger afgezet.

In plaats van militair ingrijpen is de V.S. corporatiestaat zich middels zn terreurorganisatie CIA in Brazilië's binnenlandse aangelegenheden gaan mengen. Zo verbleef de agent Dan Mitrione in Brazilië om de geheime dienst te leren martelen, o. a. met electriciteit.

By 1969, OPS had established a national police force for Brazil and had trained over 100,000 policemen in the country, in addition to 523 receiving more advanced instruction in the United States. About one-third of the students' time at the police academies was devoted to lectures on the "communist menace" and the need to battle against it. The "bomb school" and techniques of riot control were other important aspects of their education.
Tortures range from simple but brutal blows from a truncheon to electric shocks. Often the torture is more refined: the end of a reed is placed in the anus of a naked man hanging suspended downwards on the pau de arara [parrot's perch] and a piece of cotton soaked in petrol is lit at the other end of the reed. Pregnant women have been forced to watch their husbands being tortured. Other wives have been hung naked beside their husbands and given electric shocks on the sexual parts of their body, while subjected to the worst kind of obscenities. Children have been tortured before their parents and vice versa. At least one child, the three month old baby of Virgilio Gomes da Silva was reported to have died under police torture. The length of sessions depends upon the resistance capacity of the victims and have sometimes continued for days at a time.
Judge Agamemnon Duarte indicated that the CCC [Commandos to Hunt Communists, a death squad armed and aided by the police] and the CIA are implicated in the murder of Father Henrique Neto. He admitted that... the American Secret Service (CIA) was behind the CCC. (p. 171)
In de jaren 1970 was Mitrione ijverig aan het martelen in Uruguay:
Dan Mitrione had built a soundproofed room in the cellar of his house in Montevideo. In this room he assembled selected Uruguayan police officers to observe a demonstration of torture techniques. Another observer was Manuel Hevia Cosculluela, a Cuban who was with the CIA and worked with Mitrione. Hevia later wrote that the course began with a description of the human anatomy and nervous system ...
"Soon things turned unpleasant. As subjects for the first testing they took beggars, known in Uruguay as bichicomes, from the outskirts of Montevideo, as well as a woman apparently from the frontier area with Brazil. There was no interrogation, only a demonstration of the effects of different voltages on the different parts of the human body, as well as demonstrating the use of a drug which induces vomiting — I don't know why or what for — and another chemical substance. The four of them died". (p. 203)
The American pointed out that upon receiving a subject the first thing is to determine his physical state, his degree of resistance, by means of a medical examination. "A premature death means a failure by the technician ... It's important to know in advance if we can permit ourselves the luxury of the subject's death".
Mitrione considered it to be an art. First there should be a softening-up period, with the usual beatings and insults. The object is to humiliate the prisoner, to make him realize his helplessness, to cut him off from reality. No questions, only blows and insults. Then, only blows in silence.
Only after this, said Mitrione, is the interrogation. Here no pain should be produced other than that caused by the instrument which is being used. "The precise pain, in the precise place, in the precise amount, for the desired effect", was his motto.
During the session you have to keep the subject from losing all hope of life, because this can lead to stubborn resistance. "You must always leave him some hope ... a distant light". (p. 204)

Dat geloof ik graag -- maar een auteur die zo schrijft heeft voor mij weinig geloofwaardigheid, hoe oprecht zijn verafschuwing ook mag zijn.

Ik zie liever de feiten en oordeel dan zelf -- een auteur die al voor mij oordeelt neemt mij niet serieus. En ik hem dus niet ;)

Wat is er subjectief aan marteltraining? Het was maar 12V ipv 220V?

Wie in een eerste zin zijn subject al veroordeelt neem ik minder serieus als iemand die zich uitsluiten tot de feiten houdt, hoe despicable dat subject ook mag zijn.

Tis de eerste zin van een quote uit een heel boek. Wij weten niet wat voor tekst daaraan vooraf ging. Magoed, het is een Amerikaanse stijl van journalistiek.
