ANKARA, March 1 (Reuters) - Turkey's parliament dealt a blow
to U.S. planning for a possible war against Iraq on Saturday,
refusing permission for deployment of tens of thousands of
American troops in the country.
The decision meant Washington would probably have to abandon
plans for a "northern front" military planners believe could
shorten any war and limit U.S. losses. U.S. ships waiting off
the coast with armour, supplies and troops may be diverted south
to join a main invasion force massing around the Gulf.
The result came amid scenes of confusion in the assembly.
The government won 264 votes for its resolution in a closed
session against 251, an apparent slim victory. But deputies said
argument quickly broke out over the outcome and the opposition
Republican People's Party challenged it on technical grounds.
The speaker later announced after consultations with party
officials that, with 19 abstentions, the governing Justice and
Development Party (AKP) had failed to gain an absolute majority
of all present, as required.
Turkish leader Tayyip Erdogan called it "a completely
democratic result."
"What more do you want? It was a completely democratic
result. May it be for the best," the Anatolian news agency
quoted Erdogan as saying after a meeting with party leaders.
In Washington, a State Department spokesman said the United
States was seeking clarification of the decision.

U.S. PLANS DASHED
Washington had planned to deploy some 62,000 troops as well
as warplanes and helicopters for a thrust south in the event of
war that would have forced the troops of President Saddam
Hussein to fight on two fronts. With war perhaps only a few
weeks away it had been pressing Turkey for a decision.
The result could deeply wound Turkey's strategic partnership
with NATO-ally the United States, a cornerstone of its foreign
policy.
Prime Minister Abdullah Gul said the government would
consider all economic and political measures necessary.
"The government is aware that we are in a critical period,"
he said.
Opposition leader Deniz Baykal welcomed the outcome.
"This has shown again that the whole world now has to give
importance to national opinion and show understanding of
parliament when approaching Turkey."
"This has to be seen as a development that increases
Turkey's standing, importance and value," he said.
The unexpected result may send shock waves through Turkey,
posing a challenge to a frail economy. Ankara will forfeit a
multi-billion dollar U.S. aid package designed to help it
weather the impact of war on its southern frontier.
It was also a huge blow for the three-month-old AKP
government, viewed warily by the powerful military for its
Islamist roots, which has dragged its feet for weeks in talks
with the United States over terms for deployment of the troops.
The opposition Republican People's Party (CHP) voted en bloc
against the motion but clearly many AKP also balked at
supporting a war against a Muslim neighbour and reaping the
political consequences.
"This is not like a law when you can't bring them back for a
year if it's rejected," CHP deputy Mustafa Ozyurek said. "But if
they do bring it back to parliament I can't predict what kind of
reaction they'll get."

BLOW FOR AKP GOVERNMENT
Some 20,000 protesters marched through Turkey's capital in a
sea of banners and flags on Saturday, urging parliament to
reject the U.S. request to use Turkey as a launchpad for war.
"No to war, don't let people die," the crowd chanted.
Ankara has been torn between widespread public opposition to
a war against a fellow Muslim state and intense pressure from
Washington. Turkey would now, almost certainly, lose an almost-
concluded financial aid package amounting to some $6 billion in
U.S. grants and up to $24 billion in loan guarantees.
The money is needed to secure the country's vulnerable
economy against rising interest rates on its debt, increased oil
prices and slashed tourism revenues. A $16 billion IMF loan
package could now be seriously in question.
Turkish and American officials had agreed on military
co-operation, including the highly sensitive issue of the role
of tens of thousands of Turkish troops in northern Iraq -- an
area beyond the control of Baghdad since the 1991 Gulf War and
currently run by Iraqi Kurds.
These arrangements too could also be in question.
Turkey's nightmare is the emergence of an independent
Kurdish state in northern Iraq that would rekindle armed Kurdish
separatism on its own territory. Turkey has demanded from the
Americans a clear say on what kind of order emerges in northern
Iraq.

Inderdaad de democratie in Turkije was lang zoek, maar het heeft er nu best weg van, dat 't begint te groeien :)
