Stronger Democracy Goes Through Strong Political Parties (H.M. King Mohammed VI)


RABAT, July 30 - H.M. King Mohammed VI on Wednesday stressed that "efforts to build a stronger democracy will still be inadequate unless there are strong political parties."

This came in a speech delivered by the Sovereign on the occasion of the Throne Day, marking this year the fourth anniversary of the enthronement of H.M. King Mohammed VI.

The Sovereign, who noted that he looks forward "to the rehabilitation of politics, in its noble meaning," urged for legislation on political parties to be passed promptly.

"I want to make it clear that I am determined to provide those parties with efficient means to enable them to discharge their mission fully," he said.

Morocco has a multi-party system and bi-cameral parliament, comprising a House of Representatives and a chamber of advisors.

H.M. King Mohammed VI underlined that "the proposed legislation should seek to enhance the role of parties in guiding and representing citizens, by banning the setting up of parties or groups along religious, ethnic, linguistic or regionalist lines."

"The parties should be provided, in all transparency, with government financing to enable them to carry out their activities and get a deep insight into the real issues of concern to the citizens," he said, specifying that "the aim is to help them come up with realistic programmes and concrete solutions to their problems, and also to rally support for all issues of local or national interest and to work closely and harmoniously with NGOs from the civil society."

The Sovereign added that the forthcoming polls in Morocco, especially local elections (due next September 12), "will be a real opportunity for our political parties to fulfil their national obligations, by contributing to the establishment of institutions which can give shape to the aspects of development and modernity in the type of society we seek to build." "This is indeed what the Moroccan people wants," he stressed. "It is no longer prepared to accept that certain parties indulge in the use of pompous, meaningless slogans. Nor will it let such obsolete mottos jeopardize efforts to tackle the real challenges of the present and the future," he said.

H.M. King Mohammed VI Calls for National Rights, Obligations Charter



RABAT, July 30 - H.M. King Mohammed VI on Wednesday called for the drafting of a National Charter of Citizens' Rights and Obligations.

"(...) I call on the Consultative Council for Human Rights, whose membership reflects a wide range of trends and leanings, to draft a project for the National Charter of Citizens' Rights and Obligations, and to make recommendations on how to deal with the legal loopholes concerning the fight against all forms of discrimination, hatred and violence," said H.M. King Mohammed VI in a speech on the occasion of the Throne Day.

"This is the way for us to achieve our objective, as we seek to reinforce citizen-based democracy which is true to our identity and open to the values of modern times," he said, adding "we want this to be endorsed by each family, where unity and harmony should prevail, and by the various media, which should display a sense of responsibility."

The Sovereign also announced the creation of a Royal Institute for Strategic Studies

"Our country is going through a comprehensive process of transition," he said, adding "we, therefore, need to enhance its capacity to make judgments and adjustments and to anticipate. Hence my decision to set up a Royal Institute for Strategic Studies."

The Institute which will be entrusted with this vital mission should interact constantly with ongoing changes and keep domestic and external transformations under control, he said.

US External Trade Department Underlines the Importance of Reforms in Morocco



WASHINGTON, July 29 - The democratically elected government in Morocco has carried out a program of economic reforms in all fields, the US Trade Representative (USTR), Robert Zoellick said in a release made public on the fringes of the 4th round of negotiations of a Free Trade Agreement between the US and Morocco that ended last week in Washington.

In addition to a program that deals with inflation reduction, tourism promotion and liberalization of key economic sectors, Morocco committed to simplifying formalities and lift obstacles hindering internal and external investments, said Zoellick.

USTR believes that the conclusion of an FTA will reinforce reforms and improve investment conditions in Morocco, recalling the action currently led by the US government to consolidate and readjust its aid program in favor of Morocco.

The USTR underscored Morocco's strategic importance, highlighting its position as an emerging market located between Europe, Africa and the Middle East.

Morocco and the USA had announced in April 2002 plans to sign a free trade agreement. The 5th round of negotiations will be held in October in Morocco.

Major elements of the Governmental Program

1- The governmental program is inspired from the Royal guidelines outlined in the speech made by His Majesty the King at the opening of the first year of the current legislative term.



These guidelines revolve around productive employment, economic development, useful education and decent housing.

2- The draft recalls in the introduction our country’s references, choices and constant values, namely attachment to the Islamic religion, constitutional monarchy, perfection of territorial integrity, consolidation of the rule of law, reinvigoration of democratic institutions and preservation of human rights.

3- Upgrading, modernizing and developing the national economic fabric through:

a- The consolidation and modernization of the major networks of infrastructures and superstructures, such as the construction of the Tangiers Mediterranean port and the industrial and commercial compound at a cost of 1 billion Dirhams, the construction of 400 kilometres of highways between 2003 and 2007 by increasing the construction pace, carrying out the major project of the Mediterranean bypass linking Tangiers and Saaidia, extending the railway network by creating a new line between Tourirte and Nador and the double line between Casablanca and Settat and completing the last stage of the double line between Fez and Rabat by 2005.

b- The upgrading of the national economic fabric, consolidation of Moroccan firms, preparing them to face up the requirements of competition and modernizing production systems and mechanisms through creating a fund for firms upgrading, for an initial budget of 400 million Dirhams for 2003, reactivating financial guarantee funds available by injecting more than 1.2 billion Dirhams and the circulation of risk capital estimated at some 900 million Dirhams.

In this connection, small and medium enterprises will be granted a keen interest. In this connection, various governmental departments are called to pool efforts and energies in the service of these enterprises and to take into account all measures and provisions proposed.

The provisions stipulated by the law related to the Agency for the Development of Small and Medium Enterprises will be put into motion.

C. Improving the business environment, spurring the flow of capital and exports by boosting regional investment centres, grouping bodies in charge of investment and exports promotion and activating their role within a unified frame and granting indirect exporters advantages similar to those granted to the export sector, in a gradual manner.

D. Revising the tax system to make it fairer in order to enable each and everyone to contribute to the tax burden in a balanced manner and according to their income. This will help the informal sector gradually integrate the structured sector.

E. Reforming local taxation.

4- Endeavouring to make up for the annual deficit in matters of employment, estimated at 30,000 to 40,000 jobs through:

-developing investment as a major generator of productive jobs

-reforming the educational and training systems, particularly vocational training. The governmental program is seeking to double the annual pace of training to benefit 400,000 youth during the next five years.

-Developing the “training-integration” program for 20,000 to 25,000 graduates annually.

-Promoting entente relations between the government and the economic and social partners with a view to reaching social peace and creating an atmosphere suitable to drain capital; speeding up the adoption of the labour code and the organic law on strikes, reaching an agreement on early retirement to secure 120,000 jobs in the public and private sectors.

5. Implementing the provisions of the reform stemming from the National Education and Training Charter aimed at:

-Generalizing primary education, encouraging the two secondary education cycles in order to generalize it by 2008, enlarging the scope of vocational secondary education and reaching the target of 60 percent of pupils at the Baccalaureate by 2010.

-Carrying on the implementation of the non-formal education program for non-schooled children or drop outs.

- Intensifying the program of struggle against illiteracy.

- Spreading information and communication technologies in the education system and adapt education to corporate and job market needs.

6. Adopting proximity as a means to improve citizens’ living conditions, especially those living in the suburbs of large cities and in rural areas, through:

- Reaching in the mid-term, the goal of 100,000 housing units in the form of land plots ready to be used as individual lodgings, ready or semi-ready housing units or restructuring informal neighborhoods. This would be achieved through a package of measures, including delegating prerogatives related to low-cost housing to regional authorities, mobilizing real state property owned by the state and by local councils, contributing to expenses of connection to infrastructure networks. Other measures to be taken for the benefit of low-income social categories include reducing initial amounts needed for the purchase of a house and extending the loan payment duration.
- Carrying on the privatization and liberalization of the transport sector and adopting an incentive policy meant to overcome the recorded deficit while focusing on urban transport and endeavor to endow large cities with modern transportation means like the subway and the tramway.
- Gradually cut the deficit of public health by upgrading health services and rationalizing the use of the means available.
- Electrify all rural areas by 2007 instead of the previously set deadline of 2010.
- Speed up the supply of drinking water to all rural areas dwellers. The rate of drinking water supply will be raised from 50% in 2002 to 90% by end 2007, instead of the previously set deadline of 2010. Thus, all rural localities will be covered, except for scattered areas.
- Raise the level of rural roads construction to reach an annual 1,500 km, instead of the 1,000 km of roads that were built annually since the start of the national rural road program.
- Preserve and develop the forest wealth and fight desert encroachment.

7. Reforming the administration by mapping a new approach based on:

- reconsidering the distribution of regional sectors by adopting the principle of delegating prerogatives to departments that are close to citizens and by having the administration delegate some of its activities to the private sector;
- adopting e-government in order to facilitate citizens’ access to basic administrative services;
- devising a system to evaluate the quality and performance of public services and promoting an administration with mastered size and operating expenses;
- moralizing public life and combating corruption in general by taking practical measures to facilitate procedures, ease complications and reduce the number of documents citizens are required to produce in addition to promoting citizens’ awareness of their rights and duties;
- Applying the shift work system gradually out of business hours, during holidays and Saturday mornings to meet citizens’ administrative needs.

8. Implementing and activating the latest audiovisual reforms, taking into account that “the emergence and flourishing of a good press is impossible without freedom of expression”, and that our media’s immunity and credibility depend on press freedom, while adhering to responsibility, total respect of the law, institutions, constant and sacred values, and the respect of individuals’ private life and the profession ethics.

9. Granting a keen interest to the Moroccan community settled abroad, defending their rights, protecting their dignity, meeting their needs in education and religion, consolidating their attachment to their identity and tapping their competence to serve our decisive causes, namely ensuring the radiance of our country’s civilization and attracting foreign investments;

10. Calling all citizens -- men and women – as well as political, unionist, professional and associative organizations for a national mobilization, and exhorting every Moroccan citizen to contribute effectively and constructively to ensuring the success of this project.

Marokko loopt al een decennia te verkondigen om te democrateseren, maar in feite is niets veranderd en het wordt slechter. Op het gebied van mensne rechten (kijk maar hoe de moslims behandeld worden na de aanslagen in Casa), etc niet economisch, op geen vlak.

Koning Mohammed heeft meer macht (op papier) naar zich toe getrokken dan zijn vader. Dit is geen grap, maar de waarheid, hij heeft nog meer ministeries en instanties onder zijn bewind gekregen.

De verklaring daarvoor zoals een artikel in d evolkskrant toen verklaarde, was dat zhet ligt aan het ontbreken van natuurlijke macht die zijn vader wel bezat, maar hij niet...

Nou, ik vind het behoorlijk vooruitstrevend om te roepen, dat partijen zich moeten bewijzen door echte inhoudelijke standpunten, en niet slechts belangenpartij moeten zijn.

Anderzijds het aanhaken bij de Amerikanen.. Dat betekent wel het einde van de diskussie over de Westelijke Sahara.. Dan gebeurt er bij de VN niet veel meer. Marokko staat dan sterk. Als ze Bush mee krijgen - en dat zal wel met die grondstoffen - sja.. wordt wel een soort Palestijnse kwestie..

Wat maak je zelf uit al die berichten op, Orakel?

Niks concreets. Ik hoop stilletjes dat ie z'n woorden waar gaat maken want dat zou betekenen dat Marokko er zowel in politiek als economisch opzicht op vooruigaat en dat daarmee voor de gemiddelde burger zowel het welvaarts- als welzijnsniveau gaat stijgen.

Ik vrees echter dat hij een beetje de Jan Klaassen uithangt met een leuke poppenkast, teneinde een aantal lucratieve handelscontracten binnen te slepen waarmee hij tevens (ten dele) de zeggenschap over de eigen handel verkwanselt aan de nimmer afnemende machtshonger van de VS.

Zoals een dealer zijn cliëntele opbouwt door de eerste shots gratis te verstrekken, zo zijn de VS ogenschijnlijk bezig met een democratiseringsproces d.m.v. financiële impulsen.
