(CNN) -- Hurricane Marty came ashore on the southern Baja peninsula early Monday with top winds near 100 mph, the National Hurricane Center said.

Moving to the north at 12 mph, the Category 2 storm on the Saffir-Simpson scale was near San Jose del Cabo in Baja California and was expected to be over the Sea of Cortes later in the day, according to the center based in Miami, Florida.

The region is known as a popular resort area with deep-sea fishing and golf courses.

Before the storm hit, residents -- who had just finished cleaning up after last month's Hurricane Ignacio -- were stocking up on emergency supplies while fortifying their homes with plywood, The Associated Press reported. Residents in low-lying areas were evacuated to shelters, the AP said.

A hurricane warning was issued for southern Baja California from Bahia Magdalena southward on the west coast and from Mulege southward on the east coast and for the coast of mainland Mexico from Topolobampo to Guaymas.

A hurricane watch is in effect for southern Baja California from Punta Abreojos to Bahia Magdalena on the west coast and north of Mulege to Bahia San Juan Bautista on the east coast. A hurricane watch is also in effect for the coast of mainland Mexico from south of Topolobampo to Altata and north of Guaymas to Bahia Kino.

Marty is the eastern Pacific's fourth hurricane of the 2003 season.

The characteristics of a Category 2 storm include damage to roofing material, doors and windows as well as shrubbery and trees, according to the hurricane center. Such storms also can cause damage to mobile homes, signs and piers. Coastal and low-lying areas also usually flood a few hours before the eye of the hurricane arrives.

Forecasters are warning of storm surge flooding of 4 to 8 feet (1.2 to 2.4 meters) above normal tide levels, which may be accompanied by large and dangerous battering waves as Hurricane Marty comes ashore.

The hurricane center said that rainfall totals of 4 to 8 inches (10 to 20 centimeters) are likely near the hurricane's path. The center warned the storm could cause life-threatening flash floods and mudslides.
