Are the Americans unaware of Sultan Hashem’s role in Anfal

The former Iraqi defence minister, Sultan Hashim Ahmad was the chief-in-charge for the Al-Anfal genocide operations conducted by the former Iraqi regime which resulted in massacring more than 182 000 innocent Kurds.
According to one of his letters to former Iraqi dictator, Saddam Hussein, which was published in Al-Thawra newspaper (Issue No. 6508, dated 20/03/1988) Sultan Hashim says:
To the glorious president Saddam Hussein (God praise his name)
From General Sultan Hashim Ahmad, the chief of Anfal Operation, I would like to notify you about the victories of our forces in the Anfal operations conducted against the remaining Iranian agents. We managed with the help of Allah to destroy the saboteurs centres in Sargalo, Bargalo, Zewa, Haldan, Chalaw, Bakhyan, Chomakh, Yakh Samar, Qzlar.
God succeed all to serve our beloved Iraq under your great leadership. I will promise you to continue to hit the heads of these lost generations until they return to law.

Sultan Hashim Ahmad in his letter to Saddam Hussein describes innocent Kurdish children and women as “saboteurs” and “Iranian agents”.
On 12th of March 1988, only four days before the Halabja massacre, Saddam Hussein visited the city of Sulemani and held a meeting with Sultan Hashim, the chief of Anfal.
On 19th of March 1988, three days after the chemical bombing of Halabja, Iraqi forces managed to capture the PUK headquarters in Sargalo areas in south Kurdistan. The first phase of Anfal was completed by this date.
The Iraqi forces used chemical weapons against the innocent Kurdish villagers and killed thousands of Kurds under the supervision of Sultan Hashim Ahmad.
Sultan Hashim Ahmad, who was the chief of the Anfal Operations at that time, announced the so-called victorious declaration, number 3087 in the former Iraqi media at that time.
After the success of Operation Iraqi Freedom, Kurdish victims of Sultan Hashim Ahmad awaited anxiously to see the Americans bring Sultan Hashim Ahmad to justice.
But unfortunately, the American authorities in Iraq offered "immunity from persecution" to the Iraqi former minister of defence Sultan Hashem Ahmad who surrendered last week.
Are the Americans aware that Sultan Hashim Ahmad is responsible for using those Weapons of Mass Destruction that they can not find today in Iraq?
Will the Americans grant “immunity” to all the leaders of Anfal just to give them a hope in finding the Iraqi WMD?
The more depressing part of the story is that the person who negotiated the surrender of Sultan Hashim Ahmad was a Kurd himself.
Mr. Dawood Bagistani, "a Kurdish human rights activist in Mosul", mediated between the Americans and Ahmad’s family. Bagistani, also wrote to President Bush this month, asking him to remove Sultan Hashim Ahmad from the list of the 55 Most Wanted Iraqis.
It seems like Mr Dawood Bagistani was unaware that Sultan Hashim Ahmad was the chief of Anfal.
Mr Bagistani had the courage to say that Kurds liked Sultan Hashim. He told the Associated Press in an interview “"If we were not certain of his innocence, we wouldn’t have intervened,". He also said Ahmad was liked by all groups Kurds, Arabs, Christians and Sunni and Shiite Muslims.
It seems to me that the Kurdish mediators were unaware themselves of Sultan Hashim’s role in Anfal. So why blame the Americans who are desperate to find the Iraqi WMD which were used by Sultan Hashim himself?
