The official investigation into the plane carrying Iraqi dinars took a new twist over the weekend amid conflicting reports regarding the purpose of such a huge amount of money being transferred in cash instead of through a bank account, the paper said Saturday.

The 19.5 billion Iraqi dinars ($12 million US) found in cash on a plane from Baghdad and intercepted at Beirut International Airport last week were to have been spent on a US plan to destabilize Lebanon’s domestic situation, it said.

An informed source was cited as saying that it was almost certain that the money intercepted by the Lebanese authorities was “black money” sent by the Iraq-based Americans “not just for the purpose of laundering it, but in order to be used by some local (Lebanese) politicians in order to destabilize the situation in Lebanon.”

The paper said there were “close relations” linking one of the detainees in the affair, Richard Jreisati, to US intelligence officials. “Jreisati, who was an intelligence official for the now-dismantled Lebanese Forces (LF) militia, knew the US intelligence officials because he often coordinated with them,” it said.

Jreisati was also closely linked to Michel Mukattaf, son-in-law of former Lebanese President Amin Gemayel, the paper added.
An unnamed source close to the investigation said that Jreisati has sent more than 200 ex-LF members to Iraq for the purpose of carrying out missions that pro-US Iraqi agents rejected.

The source said that if the matter was a simple money transfer, “why didn’t the US-appointed authorities in Iraq pay in US dollars?” It added that any such operation could have been paid through a bank line of credit instead of cash.

Lebanese Figures Involved in Smuggling 19.5 Billion Iraqi Dinars from Iraq

According to the information, the plane belongs to Mazin al-Bisat who uses the plane to run charter flights. The three Lebanese citizens who were onboard and were arrested are: Richard Juraysati; head of external affairs department in the dissolved Lebanese militia forces; Michel Mukataf, son-in-law of the former Lebanese president Amin al-Jumayyil; and Muhammad Abu-Darwish.

The general appeals prosecutor judge Adnan Addum verified this information for Al-Manar TV and said that the interrogation of the three suspects at the office for prevention of financial crimes has begun. The interrogation is headed by general financial prosecutor Khalil Rahhal to find out the source of this money and its intended use. Addum pointed out that the suspects provided papers which state that they are handling businesses in Iraq and that they intended to convert the money in Lebanon from the Iraqi currency to the American currency in order to buy some equipment needed by their work and export it to Iraq.

The security forces were suspicious because of the size of the amount that they had with them. The security forces arrested them and began their interrogation.

It is worth mentioning that the Iraqi dinar witnessed an increase in its value against the dollar which is the first in eight years. The dollar traded for 1000 Iraqi dinars while it was traded for 2000 dinars a month ago.

While waiting for the results of the interrogation, Lebanese sources say that it is unlikely that this is a pure banking transaction due to identity of the persons involved in the case and their political affiliations. This is especially true since the money was transferred from Iraq, which is in US control, by plane to Jordan and then to Beirut airport. Bisat al-Rih company which owns the plane denied any responsibility in the case and said through its lawyer Ghassan Majthub that the security authorities in the country where the plane left bear the responsibility. The company concluded by saying that it leaves this issue to the Lebanese judicial authorities whose fairness is trusted by all.
