Two great operations are programmed for 2004. The French group Vivendi, who already acquired 35 % of Morocco Télécom for an amount of 2 billion euros, should carry new credits among 16 % currently held by the State, becoming thus the majority shareholder. In addition, the popular central Bank, first bank of deposit of the kingdom, the totality of its capital will see marketing, already causing covetousnesses of the principal French and Spanish
banks. "the foreign investment also exists except privatizations, with creative projects of richness ", insist Hassan Bernoussi. The Franco-Italian group STMicroelectronics has thus invested 400 million euros for three years, in a unit high-tech of electronic components with Bouskoura 2000 - a factory site dedicated to telecommunications -, in the suburbs of Casablanca, thus creating two thousand jobs.
In the same way, Assystem, subsidiary company of the national Company of study and construction of engines of aviation (Snecma) in France, contribute to Morocco with the manufacture of the engines of A-380 Airbus; while another company of the Hexagon specialized in the data processing departments, SQLI , was established in the suburbs of Reduction. Characteristic of these two companies: their owners are Morrocans, who carried out their career in France . They know that their country is a fish pond of engineers and data processing specialists trained well, whose wages on the spot cost only one third of those their counterparts in Europe!
Moreover, the foreign investment remains especially the fact of great groups, mainly French (during fifteen last years, the French investments represented half of total flow ). SME are on the other hand often with the sorrow, their persons in charge complaining especially for bureaucratic
heavinesses, and sometimes some practise like the "occult commissions" or the not
sanctioned unfair competition, in particular for the companies making of the counterfeit.
Conscious of these problems, the Moroccan authorities took measures to facilitate the life of the companies: a new fair labor standards act adopted in 2003, regional single counters for the investors, targeted subsidies. The State thus takes part to finance the land acquisition, infrastructures, buildings for the sectors textile, car, aeronautics and tourist.
"If it remains still much to make for the reception of SME, the arrival of the foreign investors also supports, by effect of drive, the catch of initiative of the Moroccan contractors ", estimate on its side Nadia Fettah Alaoui, general director of Morocco Invest, funds of capital-development intended for the Moroccan companies.
It is all the bet of the opening of Morocco to the foreign capital. The latter should not only stimulate employment and the growth (5,5 %
