Mystery group baffles French officials

PARIS, March 5 (UPI) -- Who is this mysterious group that snagged its nickname from a Toulouse petrochemical plant, and that threatens to bomb French targets if its demands are not met?

For three days these questions have haunted France, after the first reports surfaced Wednesday about a shadowy organization calling itself AZF, which has demanded roughly $6 million from the French government -- or else.

Two weeks ago, French officials found and detonated a surprisingly sophisticated bomb placed along the Paris-Toulouse rail line after receiving precise GPS coordinates by AZF directing them to the location. The group has threatened to bomb a dozen rail sites.

But some 10,000 rail workers who scoured 20,000 miles of French rail lines Wednesday and Thursday turned up nothing more. More worrying, officials indicate, AZF has been stonily silent since the first reports of its terrorist threats were splashed across French newspapers this week.

"We are in the presence of people who are very organized, methodical, who constitute a real threat," Le Monde's Friday afternoon's edition reported one police officer saying. "These are also people who are convinced about their capacities, who perhaps have some accounts to settle."

According to the French government and local news reports, the group has made its threats in a series of letters from December to February, along with cryptic messages published in France's leftist Liberation newspaper.

The letters apparently mix scrupulous details -- warning, for example, that the rail bomb would explode 15 minutes after a phone call -- with vague threats.

Besides targeting rail lines, AZF warned, it might also trigger "one or two explosions outside the lines." Those targets, it indicated, would include art works, chemical stations, and public spaces picked for their "great sensitivity and weak protection."

AZF's dialogue with the French government has also been conducted through personal adds placed by the group in France's leftist Liberation newspaper.

"My big wolf, don't take needless risks -- the earlier the better," the group wrote in its first announcement published in the French newspaper Feb. 19. "Give me your instructions."

The add signed itself "Suzy."

The French police "must never lose contact with the adversary," warned former French police commissioner and antiterrorism expert Rene-Georges Querry in an interview published Friday in Le Figaro newspaper.

"This small group cannot be put into a situation of saying that as of now, it will cut off all contact and move to action," added Querry, who describes AZF's actions to date as "a mix of determination and folklore."

French officials acknowledge they have few details about AZF. The group's name mirrors that of a petrochemical plant in Toulouse that explode several days after the Sept. 11, 2001, terrorist attacks in the United States.

But French officials ultimately dismissed mushrooming conspiracy theories of an Islamist attack, attributing the explosion to an industrial accident.

In a Dec. 11 letter, AZF too, described itself as a "secular brotherhood," and earlier this week French Interior Minister Nicolas Sarkozy distanced the likelihood of an "Islamist trail" as investigators scramble to identify the group.

Officials have seized on the few clues offered by the group -- its military references; the GPS coordinates, suggesting an expertise in map making; the relatively modest monetary demands, indicating that AZF may be a small organization.

"From that facts that have been made public, the blackmail practiced by AZF suggests more an affair of common law, even if the anti-institutional tint to its claims might be intriguing," Querry said.

This is hardly the first time France has faced threats from shadowy terrorist entities, including Basque, Corsican and Breton separatist groups.

In 1984, for example, a group calling itself "M5" detonated three bombs in France. It threatened more if the French government did not hand over roughly $5 million. Ultimately, French authorities apprehended the perpetrators -- two petty racketeers.

But the French government -- which already has dispatched an AWACS surveillance flight, according to Liberation -- is taking AZF seriously.

"Certain technical elements lead us to think it might be about people sufficiently dangerous that one must take this affair seriously," French Justice Minister Dominique Perben told RTL radio.

The publication of the AZF threats -- first by the southern French Le Depeche du Midi, and then by national newspapers -- has sparked a separate controversy.

Interior Minister Nicolas Sarkozy blasted Le Depeche for publishing the news -- leaked quietly to the French press on orders of not disseminating it -- as "irresponsible."

"Newspapers don't take their marching orders from the Interior Ministry," retorted Christopher Giesbert, Le Depeche's managing editor.

"It doesn't shock us that the Interior Ministry asked for caution on this subject," said Soria Blatmann, who heads the European desk of Reporters Without Borders. "But reporters are then free to publish the information or not. That's their choice, and that's what happened."

:haha:

EU says no to CIA-style agency in Europe
19 Feb 2004

BRUSSELS: EU justice and interior ministers rejected on Thursday Austria’s proposal to create a CIA-style agency to boost security cooperation in the fight against terrorism and weapons proliferation in Europe.

In a discussion paper presented to European Union ministers, Austria called for a European Intelligence Agency (EIA), which it said would be “a center for analysis and monitoring, focusing on terrorism and proliferation”.

The paper said events such as the Iraq war and a spate of letter bombs sent to European officials highlighted the need for an information network as part of a wider EU security strategy adopted last year by the bloc’s leaders.

“This agency should be expanded gradually and in stages. The starting point should be to create European capacities for analysis in key areas of European security,” said the paper, drafted by Austrian Interior Minister Ernst Strasser. “The added value of the EIA would be that the agency itself would obtain the information that is required for processing the threat assessments.”

But Ireland, which holds the EU’s rotating presidency, said there was agreement among EU states the bloc needed to increase existing cooperation among the EU’s police agency, Europol, and other bodies instead of creating a European CIA.

“There was a strong sense that before we create new agencies we have to learn to walk, before we can run,” Irish Justice Minister Michael McDowell told a news conference after the meeting.

“It was thought there was a huge need for on-the-ground concrete cooperation to be enhanced ... rather than to create a paper solution to a real practical problem of getting ... secretive organisations to trust each other and work with each other for the common good,” he added.

Strasser had said the EU had no formal cooperation to share intelligence properly apart Europol, which pools and analyses information from European law enforcement bodies. —Reuters

BOSSI: A FIGHT NEARLY BROKE OUT AT LOWER HOUSE
(AGI) - Rome, March, 11 - A fight nearly broke out between Enzo Carra and two deputies from the Northern League at the Lower House this morning. The session was suspended. The House was examining the agriculture bill and Enzo Carra from the daisy coalition was holding a speech. With reference to the Spanish facts, he made a list of things which go badly and blame the majority coalition which only makes troubles. He made a reference to the indisposition of Bossi. At that point, Dussin and Bricolo protested and tried to approach to Carra. Only the prompt intervention of some colleagues of Carra himself prevent things to go for the worst. (AGI) .

BOSSI: CONDITION LESS SERIOUS THAN THOUGHT, NOT HEART ATTACK
(AGI) - Varese, Italy, 11 March - "His condition is still serious but not as serious as was thought this morning." Thus said the director general of the Varese-Cittiglio, hospital company, Roberto Rotasperti, where the Minister for Reforms, Umberto Bossi, is being treated. "The cardiac examination - Rotasperti continued - has excluded the most worrying diagnosis, which is a heart attack, but also the need for surgery. It is serious, but not life threatening. His heart is unbalanced, that is it is not pumping strongly enough." (AGI) .

VICENZA BISHOP CRITICISES BOSSI'S ATTACK ON POPE
(AGI) - Vatican City, 4 March - Monsignor Cesare Nosiglia, archbishop of Vicenza has stated "criticising this gesture of affection from the Pope to the people of Rome, when he spoke in local dialect on 26 February, with harsh political or ideological judgement and use it to attacks the clergy, means the critic has not the slightest understanding of what it means for a bishop or a priest to love his community. When requested by a parish priest in the Rome suburbs, the Pope agreed and declared himself "Roman" in the dialect of the people he loves so well and to whom he is deeply linked by affection and in his pastoral work". Monsignor Nosiglia spent twelve years working in the diocese of Rome as an auxiliary and in a statement issued by the Religious Information Service of the Italian Church, he stressed, "the distance between the politicians and the people is a direct result of this desire to interpret every gesture as an enemy position and combat them at all cost. Human and spiritual relationships are something completely different, and fortunately, those who live this in daily life, like our families and our communities, knew how to appreciate the Pope's gesture". He concluded, "I am certain that the faith people have in their priests will not be undermined by criticism in this area of resources to be offered freely to those who spend them together with their own life for others, in the daily exertion of service which does not make a distinction between the good and the bad, or members of one party or another, one nation or another, but try only to do good for everyone without distinction, and love above all those who are less loved and have more need for spiritual and material support, in Italy and the whole world". DEBKAfile terrorist experts find strong case against al Qaeda alone or with ally and points to advance warnings. In tape aired last October Bin Laden threatened to punish Spain for backing Bush.

In 20 subsequent fatwas al Qaeda called for liberation of Andalusia and Granada wrested from Muslim rule by Crusaders in late 15th century. Spain was second target after Istanbul where caliphate fell in World War 1, Italy is third for being center of heresy (Vatican).

:hihi: Alsof zoiets ooit lukt.
De Eta pakten ze nooit. De Ira ook niet. Gaan we nou ineens heel Europa controleren??

Will Vice President Cheney be indicted—and will the US media report it?
By Patrick Martin
28 January 2004

A French investigation into $180 million in bribes paid by oil companies to government officials in Nigeria threatens to implicate US Vice President Richard Cheney, according to reports in the French and British press. The conservative French daily newspaper Le Figaro wrote last month that “the Paris court contemplates an eventual indictment of the present United States’ vice president, Richard Cheney, in his capacity as former CEO of Halliburton.”

The American media, however, has been all but silent on the subject. The first reference to appear in a major US daily occupied all of nine brief paragraphs in the Washington Post January 21. The newspaper buried on page A23 a report that the second highest official in the US government was under investigation for authorizing bribes. The Post article made no mention of any possible indictment of Cheney, only noting that the bribes were allegedly paid while he was Halliburton’s chief executive, from 1995 to 2000.

The case arises from the awarding of a multi-billion-dollar contract to build a new natural gas production facility on Bonny Island in the eastern part of the Niger River delta. The contract was won by a four-nation consortium headed by Kellogg, Brown & Root (KBR), Halliburton’s construction arm. Its partners were Technip of France, the Italian firm Snamprogetti, and JGC of Japan.

The four construction firms were to build a huge gas liquefaction factory, one of the largest in the world, and other related facilities, for a consortium of four oil companies: the Nigerian National Oil Company, which owns 49 percent of the venture; Shell, which owns 25.6 percent; Total-Fina-Elf of France; which owns 15 percent; and Agip International of Italy, which owns 10.4 percent. The $6 billion project was run by a joint venture given the title TSKJ, from the initials of the four construction companies.

French authorities began a bribery investigation in October, 2002, probing reports that $180 million (3 percent of the value of the contract) had been paid from TSKJ between 1995 and 2001 to a shell company in the Madeira Islands. This money was then funneled through a series of bank accounts in Gibraltar, Switzerland and Monaco, all controlled by a London lawyer who had performed no work for the project. Enough evidence was developed to warrant assigning the case to a special anti-corruption investigating judge, Renaud Van Ruymbeke, in June 2003. He opened a formal criminal probe in October, 2003.

The circumstances of the payments suggest that they were originally directed to the late Nigerian dictator Sani Abacha, who died suddenly in 1998. (The funds were abruptly shifted from Switzerland to Monaco after a Swiss judicial proceeding began into Abacha’s assets there.) It is not clear who actually controls the funds now. Such payments are illegal under a 1997 convention barring “bribery of foreign public officials in commercial negotiations,” adopted by the Organization for Economic Cooperation and Development (OECD), the 35-nation club of wealthy countries to which the United States belongs.

According to the account in Le Figaro, Kellogg, Brown & Root could be charged with paying bribes, but Cheney would not, because the kickbacks may not have been received until after he left Halliburton in 2000. Because the complex web of financial intermediaries was set up beginning in 1995, however, Judge Van Ruymbeke is contemplating bringing charges of misuse of funds, a separate offense under French law.

While the bribery probe is the first of its kind in France under the convention on cross-border corruption, it is the outcome of a lengthy investigation into the French oil giant Elf Aquitaine (now part of Total-Fina-Elf), which has implicated many former executives and high French government officials.

Sears Tower is being sold, and the deal represents votes of confidence both in the Chicago real estate market and the nation's war on terrorism.

MetLife Inc., owner of the 110-story tower in the West Loop, disclosed the sale Thursday. MetLife wouldn't reveal the buyers, but a source close to the sale said they are New York investors who held the lease on the World Trade Center.

The buyers, the source said, are Lloyd Goldman, Joseph Cayre and Jeffrey Feil. The same men also were named as the buyers by the Slatin Report, a Web site covering New York real estate. All are prominent but secretive Manhattan landlords.

Goldman and Cayre joined with Larry Silverstein in buying the trade center lease for $3.2 billion months before the twin towers were destroyed in the terrorist attacks of Sept. 11, 2001.

2 found with video of Sears Tower
MICHELLE MOWAD, Special to The Mercury October 17, 2001

PLYMOUTH -- Two men whom police described as Middle Eastern were detained in the township by federal immigration authorities after being found with detailed video footage of the Sears Tower in Chicago.
Plymouth Police encountered the men after an officer responded to Pizzeria Uno on the 1000 block of West Ridge Pike at 2:40 p.m. Thursday for a report of illegal dumping, according to reports.

A manager there advised the police officer that a tractor-trailer was observed backed up to the Dumpster at the rear of the restaurant. The manager noticed a freshly dumped pile of furniture adjacent to the Dumpster, according to police.

The manager confronted the vehicle's operator, a Middle Eastern man, police said.

The man, who later identified himself as Moshe Elmakias, 30, denied that he did anything and fled the scene, heading west on West Ridge Pike, according to police.

The manager was able to provide township police with the Florida registration number of the tractor-trailer and said that a sign posted on the side of the vehicle read "Moving Systems Incorporated" and included a phone number, police said.

The area was searched by township police, and the vehicle was spotted parked on the curb in front of John Kennedy Ford on Ridge Pike, just west of Industrial Way.

An officer proceeded to make contact with the occupants of the truck by knocking on the cab, according to reports.

A Middle Eastern man, later identified as Ron Katar, 23, exited the sleeper area of the cab and said that the operator was across the street as he pointed toward the Don Rosen Porsche dealer, reports said.

Elmakias and a white female, Ayelet Reisler, 23, were approaching the vehicle from the dealership, but the female then began walking in a different direction, acting as if she were not with Elmakias, according to reports.

Reisler was detained and checked for identification. She had a German passport in her name and medication in a different name, police said.

Plymouth Police Sgt. Thomas Longo was notified and responded to the incident.

Elmakias allegedly admitted to being behind Pizzeria Uno, although he said that he did not dump furniture, he was only turning around.

Elmakias said that his destination was New York and that he was also coming from New York. He said he was in Plymouth because he was supposed to make a pickup from a male in the morning and pointed toward the Storage USA facility on Belvoir Road and West Ridge Pike, police said.

Elmakias could not, however, provide a name or telephone number of the customer.

Township police dispatched a request for a Motor Carrier Safety Assistance Program Inspector. Officer Gerald Schwartz of the Whitpain Police Department responded.

Schwartz discovered through his investigation that the operator's log had been falsified and put the truck out of service due to violations, police said. In addition, the vehicle reportedly had numerous equipment violations that rendered the truck unsafe.

Inspection of the tractor-trailer's contents revealed a load three-quarters full containing household items, including furniture and boxes.

Among the items in the truck was a Sony video camera.

Plymouth Police Officer David McCann reviewed the tape found inside the camera. The tape had video footage of Chicago with zoomed-in shots of the Sears Tower, according to police.

The Federal Bureau of Investigation was notified of the incident and all three subjects were transported to the Plymouth Police station.

The subjects were then processed through the National Crime Information Center and placed into detention, according to the report.

FBI Agents James Sweeney and Richard Tofani arrived at the station and proceeded to investigate both the subjects and their belongings with the assistance of Immigration and Naturalization Services.

Elmakias and Katar were eventually detained by INS and transported to a federal facility, said police. Reisler was released.

All evidence collected by Plymouth and Whitpain officers was transferred to federal facilities with the exception of a VCR.

Special Agent Linda Vizi, a spokeswoman for the Philadelphia FBI, could not be contacted for comment on further investigations.

Italy court ruling leaves 1969 bombing unresolved

--------------------------------------------------------------------------------

By Emilio Parodi

MILAN, March 12 (Reuters) - An Italian court on Friday overturned the convictions of three men serving life sentences for a 1969 bombing in a Milan bank, leaving one of the nation's deadliest terror attacks unresolved after 35 years.

The Milan court quashed the 2001 convictions of doctor Carlo Maria Maggi, neo-fascist activist Delfo Zorzi and Giancarlo Rognoni for planning and executing the blast in Piazza Fontana that killed 17 people and injured more than 80.

The ruling means that more than three decades after the blast, no one bears the blame for carrying out Italy's first post-war bombing -- also called the first "State Slaughter" because of allegations of official involvement.

The bombing of the offices of Banca Nazionale dell'Agricoltura in Milan's Piazza Fontana square on the afternoon of December 12, 1969, marked the start of more than a decade of attacks that killed hundreds of people.

The latest trial was the eighth related to the bombing. Previous trials were either called off for lack of evidence or because fresh allegations surfaced.

"My sense of justice has been undermined," the widow of one of the victims of the attack, Anna Maria Maiocchi, said after the ruling was read out in the courtroom. The court has 30 days to release the reasons for its ruling.

Zorzi had escaped arrest by fleeing to Japan where he is now a Japanese citizen. Rognoni had already been released from prison while Maggi's movements had been restricted.

A fourth defendant, accused of being an accessory to the crime, had his sentence cut to one from three years on Friday.

Antonio Di Pietro, a former magistrate-turned-politician, said the court's decision had to be respected.

"Still, it's bitter to think that after 35 years the institutions have not managed to bring to justice those who committed the outrage, whoever they are," he said.

The bombing has always been shrouded in controversy. Days after the explosion, police arrested an anarchist who fell to his death from a police station window during an interrogation.

That incident became the basis for Nobel-prize winner Dario Fo's play "Accidental Death of an Anarchist". Prosecutors and the families of victims accused the state of trying to cover up the truth about the attack.

Hundreds of people died in Italy's "years of lead", with the violence blamed variously on neo-fascists, the extreme left and rogue members of Italy's secret services. Tensions only began to thaw in the early 1980s.

http://barcelona.indymedia.org/newswire/display_any/67068
