Spain is the European mirror of Morocco, and Morocco is the African mirror of Spain," Palacio said
Spain's foreign minister attended a memorial service in the Moroccan capital Tuesday for victims of Madrid's bombings, a sign of solidarity between two countries recently struck by terror.
More than 1,000 people crowded Rabat's Roman Catholic cathedral, including much of the Moroccan government, in an outpouring of support at a difficult time: Three suspects arrested after the Madrid attacks are Moroccan.
Palacio urged the two countries, separated only by 9 miles of water, to focus on their similarities.
"Spain is the European mirror of Morocco, and Morocco is the African mirror of Spain," Palacio said.
Diplomats and Moroccans of all faiths attended the ceremony, presided over by Rabat's Archbishop Vincent Landel.
"This spiral (of violence) must be stopped before men stop trusting each other," he said. "We want to say to the world: This must stop."
Separately, about 500 Moroccans, including children holding flowers, marched in Tangiers -- a city perched on the edge of the Strait of Gibraltar within view of the Spanish coast. Tangiers is the hometown of the three Moroccan suspects arrested after Thursday's train bombings.
"We want to share in the pain of the Spanish people -- our friends and neighbors," said Tarek Chebboun, a teacher.
