Frankrijk stemt in met Irak-resolutie

PARIJS - Frankrijk zal dinsdag instemmen met de ontwerpresolutie die de soevereiniteitsoverdracht in Irak regelt. Dat heeft de Franse minister van Buitenlandse Zaken Michel Barnier dinsdag gezegd.
De Verenigde Staten en Groot-Brittannië brengen de resolutie dinsdag in stemming.
Frankrijk, dat als permanent lid van de Veiligheidsraad vetorecht heeft, wilde dat de toekomstige Iraakse regering meer te vertellen zou krijgen over Amerikaanse militaire operaties.
De Amerikanen en de Britten hebben daarop de tekst gewijzigd. De coalitietroepen moeten nu advies vragen aan de Iraakse regeringsraad over grote militaire operaties.
Barnier zei voor de radiozender France Inter dat de tekst Frankrijk nog niet tot volle tevredenheid stemt. 'Maar dat is voor ons geen reden om tegen de resolutie te stemmen.' Diplomaten verwachten dat de leden van de Veiligheidsraad unaniem met de resolutie instemmen

Fisher zegt dat Duitsland ook voor zal stemmen en ik lees dat Rusland en China klaarblijkelijk aangeven ook mee te stemmen.
Dat betekent dus dat de Nederlandse militairen blijven. Maar wat me meer interesseert is hoe deze resolutie de positie van de verschillende facties in Iraq zal beïnvloeden.
Zal deze overgangsregering brede steun vinden onder de Iraqi's of zal de huidige toestand voortduren.
Iets zegt me dat de Iraqeze burgers er niet veel mee zullen opschieten.
De V.S. heeft nu gelukkig wel geluisterd naar de internationale gemmenschap. Dat niet alleen Frankrijk, maar ook Rusland en China dit compromis (wat dat is het, een compromis!) steunt zegt al genoeg.
Deze resolutie wordt toch ook door de Islamitische landen gesteund? Maar goed.. Al Qaida zal wel zo een ander excuus weten te vinden om aanslagen te rechtvaardigen.

Deze resolutie wordt toch ook door de Islamitische landen gesteund? Maar goed.. Al Qaida zal wel zo een ander excuus weten te vinden om aanslagen te rechtvaardigen.
Nou, de Islamitische landen hebben geen stem en er wordt ook niet gekeken wat ze ervan vinden. Ze kunnen nu dus de taart samen delen.
Iraq plan gets unanimous backing
The United Nations Security Council has unanimously approved a revised US-UK resolution on Iraq's future.
The vote in the 15-member council came after countries that had voiced reservations about earlier versions expressed backing for the latest draft.
France, Germany and others had called for Iraq to be given a virtual veto over major operations by US-led troops after the 30 June transfer of power.
The new resolution says Iraqis will be consulted on the issue.
Before the vote, US President George W Bush said the approval would be a significant outcome, showing the world that the UN Security Council members wanted to work together to make Iraq "free and peaceful".

The vote came a day after London and Washington agreed to include more details about the relationship between the new Iraqi government and US-led forces - after two weeks of intense discussions.
The French and Germans wanted the document to say that the consent of the Iraqis would be required for sensitive military operations.
The Americans and British would not go this far - but the resolution included references to a full partnership.
It says future Iraqi governments will be consulted on "the full range of fundamental security and policy issues, including policy on sensitive offensive operations".
The resolution still does not spell out who will have the last say on the issue, although top Washington has repeatedly stated that its troops in Iraq would be under American control, the BBC's Susannah Price in New York says.
Coming together
Before the vote, French Foreign Minister Michel Barnier said his country still had some reservations but these would not prevent it casting a vote in favour.
The French government said this was the first time there had been a real dialogue about Iraq.
His German counterpart, Joschka Fischer, said he welcomed the imminent agreement and that Germany would vote for the resolution.
"I hope that now there will finally be a stabilisation of the security situation in Iraq," he said.
Russian President Vladimir Putin said the resolution had changed for the better.
"It seems to me there is every reason to believe that this work could end with a positive result," he said during a visit to Mexico ahead of the G8 summit.
Chinese Foreign Minister Li Zhaoxing said positions on the draft were "coming close".
Iraqi input
The council hopes that by passing the resolution they will give international legitimacy to plans for the next 18 months in Iraq, our correspondent adds.
Iraqi Foreign Minister Hoshyar Zebari has told the BBC that the new resolution will allow for closer co-operation on key security issues.
"What we are talking about here is really major offensive military operations that would have serious political consequences like Falluja," he told Radio Four's Today programme.
"We believe that we as Iraqis understand the situation better on the ground."
The resolution states that the mandate of the multinational force will expire after elections are held in Iraq, no later than 31 January 2005.

Algemene stemmen (15) van de Veiligheidsraad, ja. Niet van de Algemene Vergadering. Het enige Arabische lid van de Veiligheidsraad is momenteel Algerije.
