      Hamas heeft al een aantal jaren geleden gezworen om officiëel Israël zoals voor 1967 te aanvaarden - en daarvoor hun statuten - waarin staat dat de staat Israël vernietigd moet worden - te zullen aanpassen op het moment dat Israël daarmee akkoord gaat. Op dat aanbod is Israël nooit willen ingaan. Voor Israël geldt nog steeds dat ook alle bezette gebieden rechtmatig van Israël zijn. Misschien dat ze alsnog De Gaza als een soort deportatie oord voor rebelse Palestijnen willen laten voortbestaan, dat zou kunnen.
      O. k. De actuele statuten moeten te vinden zijn. En de verklaring van hamas? Jeremy Corbyn heeft wel een goed verhaal nodig, hoor.

      Dat weet ik niet. Maar de verklaring van dat aanbod door Hamas is in ieder geval een aantal keren door de leiding van Hamas publiekelijk openbaar gemaakt.

      Britse commissie helpt Israel-lobby aan een overwinning, Labour schorst Jeremy Corbyn




      Het drama van Jeremy Corbyn en de Britse Labour-partij heeft een nieuwe, finale wending gekregen met de verschijning van het rapport van de Equality and Human Rights Commissdion (EHRC). Het rapport werd verwacht, en ook de inhoud was geen echte verrassing. Corbyn kreeg veel kritiek maar kwam er toch redelijk genadig vanaf. Hem, werd niet verweten dat hij antisemitisch was of zich als zodanig had opgesteld. Maar er was sprake van antisemitisme in de partij en Corbyn als de leider van de partij droeg daarvoor verantwoordelijkheid.

      De EHRC onderzocht 70 klachten. Opmerkelijk was dat er slechts twee zaken echt als ''antisemitic harassment'' werden gekenmerkt. Eén was van een noordelijke afgevaardigde, Pam Bromley, die zei dat als Corbyn meteen korte metten had gemaakt met de klachten van antisemitisme, de ''vijfde colonne'' tot zwijgen zou zijn gebracht en ''de lobby in zijn eigen mesthoop ten onder zou zijn gegaan''. Kennelijk werd hier het aanduiden van een groep joden en vriednen van Israel als ''vijfde colonne'' als antisemitisch beschouwd. De andere kwestie betrof Ken Livingstone, oud-burgemeester van Londen en lid van het Labour-hoofdbestuur, die had gezegd dat de kritiek op Naz Shah, een jong parlementslid dat had gezegd dat Israel beter in Amerika had kunnen liggen en die bovendien vage sympathie uitsprak voor sommige ideeën van Hitler, overdreven was geweest. De pogingen om de uitspraken van Naz Shah (die overigens later excuses maakte) af te doen als antisemitisch waren volgens Livingstone bedoeld om critici van Israel de mond te snoeren en ''het leiderschap van Corbyn te ondermijnen".

      Corbyn reageerde op het rapport met de uitspraak dat hij het niet met alle uitspraken eens was, maar dat hij hoopte dat de aanbevelingen in het rapport (aangaande snellere en betere procedures voor het afhandelen van klachten over antisemitisme en racisme) zouden worden opgevolgd. Hij betreurde het dat de behandeling van klachten in de partij traag op gang was gekomen. En hij zei dat de zaak van het antisemitisme in de partij om ''politieke redenen'' sterk was opgeblazen. Het moet deze laatste opmerking zijn geweest die zijn opvolger als Labourleider (en zijn vroegere naaste medewerker) Keir Starmer deed besluiten Corbyn als partijlid te schorsen en een onderzoek naar zijn gedrag te laten instellen. Met deze stap maakte Starmer overigens zijn werk af. Hij had al meteen na zijn aantreden partij gekozen door als een van eerste daden contact op te nemen met de degenen die Corbyn had hardst hebben dwarsgezeten, namelijk de officiële leiding van de Briste joodse gemeenschap, The Board of Trustees, en de Labour Friends of Israel. Starmer maakte tegenover hen excuses voor de ''fouten uit het verleden''. Verder bekende hij zionist te zijn (zijn vrouw is joods) en stelde hij voor veel geld een aantal oud-werknemers van de Labour-kantoren ''schadeloos'', die in een rechtszaak verwikkeld waren. Zij hadden in het programma Panorama van de BBC een stroom van niet onderbouwde unfaire beschuldigingen aan het adres van Corbyn en de kringen rondom hem geuit.

      Met de schorsing van Corbyn heeft Starmer de klus nu rond gebreid. De partij, die onder Corbyn's leiding enorm was gegroeid en opgebloeid, en weer een echte socialistische partij was geworden, is nu terug bij af - dat wil zeggen: terug bij de rechtse New-Labour aanpak van Neil Kinnock en Tony Blair en kritiekloos . En hoewel Starmer met nadruk steeds zegt de eenheid te willen bevorderen is de verdeeldheid mu meer een feit dan ooit.

      Intussen had Corbyn natuurlijk met zijn opmerkingen over het onderzoek van EHRC, zoals hierboven aangehaald, volledig gelijk. Het feit dat hij de Palestijnse vrijheidsstrijd steunde bracht hem in conflict met de ''officiële'' joodse gemeenschap die hem het ene met de haren erbij gesleepte ''antisemitische'' incident na het andere bleef aanwrijven. Het feit dat hij links weas bracht hem in conflict met oude kaders van de partij. Een uitgelekt intern rapport van Labour bracht al in april aan het licht hoe de partijbureaucraten hem, Corbyn, keihard hadden tegengewerkt en zelfs hadden geprobeerd Labour in de algemene verkiezingen van 2017 te laten verliezen om van hem af te komen. Tot hun verbazing deed Corbyn het echter goed in die verkiezingen en kreeg hij zelfs bijna de kans een regering te vormen. Dezelfde mensen, onder meer secretaris-generaal van Labour Ian McNicol, Peter Mandelson van New Labour en Sam Matthews, de juridische expert voor geschilkwesties, lieten ook niet na ervoor te zorgen dat klachten wegens antisemitisme niet, of uiterst traag, af werden gehandeld. Corbyn kwam daartegen in het geweer en bemoeide zich een aanrtal keren met de gang van zaken. Dat gebeurde ook met name nadat McNicol in 2018 aftrad en er een gat viel tot Corbyn's vetrouwelinge Jenny Formby het kantoor overnam.

      Het wonderlijke is dat de EHRC nu Corbyn verwijt dat die inmenging de schijn van politieke betrokkenheid suggereert zonder gewag te maken van het feit dat anderen de boel stagneerden. Ook het feit dat dezelfde mensen die hem tegenwerkten hem in het BBC Panorama programma zwart maakten komt niet aan de orde. Nog een manco van het rapport is dat wel ''cases'' worden genoemd en wie in de fout zou zijn gegaan, maar dat niet wordt vermeld van wie de klacht afkomstig was. Het is met andere woorden een bar slecht rapport, vooral omdat alle context ontbreekt. Zelfs wat onder antisemitisme wordt verstaan blijft vrij onduidelijk. Alleen aan het eind komt een aap uit de mouw als de commissie opmerkt alleen de Britse wetgeving als criterium te hebben gehanteerd en niet de zogenoemde IHRA definitie (die vrijwel alle kritiek op Israel ook tot antisemitisme rekent). Maar, zo voegt zij eraan toe, ze is ervan overtuigd dat ook aan deze definitie is tegemoetgekomen.

      En zo luidt dit magere EHRC rapport de laatste acte in van een drama waarin de joodse lobby en de Israel-lovers het antisemitisme met succes als wapen tegen een linkse leider en een koers hebben ingezet. Corbyn heeft het voor een deel aan zichzelf te danken. Hij had inderdaad meteen korte metten moeten maken met de klachten om de lobby de wind uit de zeilen te nemen, en hij had als Starmer een flink aantal mensen de laan uit moeten sturen. Maar het is de vraag of de lobby hem dan zou hebben laten gaan. Het hele drama Corbyn is een afschrikwekkend verhaal hoe de Israel-lobby in veel gevallen nog steeds in staat is de vrijheid van meningsuiting geweld aan te doen en de politieke besluitvorming te manipuleren. Laten we hopen dat het bij de Labour-partij blijft.

      What is the controversy about?

      Jeremy Corbyn has said that he was present but not involved at a wreath-laying for people behind the group that carried out the Munich Olympics massacre.

      The row centres on a wreath-laying event in Tunisia for two separate groups, both the victims of a 1985 Israeli airstrike in Tunis and for the Palestinian leaders linked to the Black September terror group who killed Israeli athletes.

      There are memorials to the victims of the 1985 bombing and a four graves for leading figures from the Palestinian Liberation Organisation, thought to have been behind the Black September group, in different parts of the cemetery.

      What was Jeremy Corbyn doing in Tunisia?

      Corbyn was attending a conference in Tunisia called the International Conference on Monitoring the Palestinian Political and Legal Situation in the Light of Israeli Aggression.

      In an article for the Morning Star in 2014, shortly after his visit, Corbyn said he was present for a ceremony honouring the 1985 victims and “others killed by Mossad agents in Paris in 1991”.

      The Palestine Liberation Organisation’s intelligence chief Atef Bseiso – who has been accused of involvement in the Munich Olympics massacre – was killed in Paris in 1992, purportedly by Mossad. No-one was killed in Paris in 1991, so Corbyn may just have got the wrong date.

      What do his critics say?

      On Saturday, the Daily Mail published pictures of Corbyn holding a wreath at the Palestinian Martyrs’ Cemetery in Tunisia.

      The paper said that its own visit to the cemetery had shown that the memorial for the victims of the 1985 bombing was 15 yards away from the spot where Corbyn was pictured holding a wreath.

      The story claims the pictures were taken in front of a plaque honouring the founder of the Black September and yards from the grave of Bseiso.

      What does Corbyn say?

      Corbyn said that “a wreath was indeed laid” for “some of those who were killed in Paris in 1992” and added, in response to a question: “I was present at that wreath-laying, I don’t think I was actually involved in it.”

      He added: “I was there because I wanted to see a fitting memorial to everyone who has died in every terrorist incident everywhere."

      Labour has said that Corbyn had already made clear he was paying his respects to the victims of a 1985 Israeli air strike on Palestinian Liberation Organisation offices in Tunis. But Corbyn’s remarks indicate he was at least aware of another wreath-laying at the memorial event.

      Jeremy Corbyn has said he was present but not involved at a wreath-laying for individuals behind the group that carried out the Munich Olympic massacre, a partial admission that has led to a row with Israel’s prime minister.

      The Labour leader had been asked if Palestinian leaders linked to the Black September terror group were also honoured at a memorial event he attended in Tunisia in 2014, at which victims of the 1985 Israeli airstrike in Tunis were remembered.

      Corbyn said “a wreath was indeed laid” for “some of those who were killed in Paris in 1992” and added in response to a question: “I was present at that wreath-laying, I don’t think I was actually involved in it.”

      He added: “I was there because I wanted to see a fitting memorial to everyone who has died in every terrorist incident everywhere because we have to end it. You cannot pursue peace by a cycle of violence; the only way you can pursue peace [is] by a cycle of dialogue.”

      Corbyn was speaking two days after the Daily Mail unearthed pictures of the Labour MP holding a wreath at the event, near the graves of four Palestinian leaders believed to be connected to Black September, which carried out the terror attack on Israelis at the 1972 Olympics, in which 11 people died.

      Labour previously said Corbyn had made clear he was paying his respects to the victims of a 1985 Israeli airstrike on Palestinian Liberation Organisation offices in Tunis. But Corbyn’s remarks, the first time he has spoken since the Mail story on Saturday, indicate that another wreath-laying took place at the memorial event.

      A few hours after Corbyn spoke, Benjamin Netanyahu released a statement via his official Twitter account criticising the Labour leader. “The laying of a wreath by Jeremy Corbyn on the graves of the terrorist who perpetrated the Munich massacre and his comparison of Israel to the Nazis deserves unequivocal condemnation from everyone – left, right and everything in between,” the Israeli prime minister wrote.

      Labour said Netanyahu’s criticism was “false” and Corbyn responded by attacking the Israeli prime minister for presiding over the deaths of scores of people in Gaza. A party spokesman said: “Jeremy did not lay any wreath at the graves of those alleged to have been linked to the Black September organisation or the 1972 Munich killings. He of course condemns that terrible attack, as he does the 1985 bombing.”

      Shortly after, Corbyn, via his own Twitter feed, stepped up his response to Netanyahu. “What deserves unequivocal condemnation is the killing of over 160 Palestinian protesters in Gaza by Israeli forces since March, including dozens of children,” the Labour leader wrote.

      The wreath-laying took place at an event at the Palestinian martyrs’ cemetery in Tunisia during a visit by Corbyn in 2014, a year before he became the party’s leader. There is a memorial to the victims of the 1985 bombing at the cemetery, although it is described as being 15 yards away from where Corbyn was pictured.

      A couple of metres behind where Corbyn and the group of people are standing are four graves of senior members of the Palestinian Liberation Organisation, thought to have been behind the Black September group. One of those belongs to Atef Bseiso, the PLO’s head of intelligence, who was assassinated outside a Paris hotel in 1992, and was allegedly killed by the Israeli secret service in revenge for the 1972 attack.

      Another is the grave of Salah Khalaf, also known as Abu Iyad, who was the second in command in the PLO at the time of his death and is the most senior Palestinian figure buried in the Tunisian cemetery. Khalaf, who is believed to have been a key figure behind Black September, was killed in Tunis in 1991, alongside two other figures who are also buried in the graveyard.

      The Labour MP Luciana Berger said Corbyn needed to apologise. “Being ‘present’ is the same as being involved. When I attend a memorial, my presence alone, whether I lay a wreath or not, demonstrates my association and support. There can also never be a ‘fitting memorial’ for terrorists. Where is the apology?” she said.

      Over the weekend, Sajid Javid, the home secretary, called on Corbyn to resign over the issue as the Conservatives sought to capitalise on the row.

      The president of the Board of Deputies of British Jews said Corbyn should apologise and accused the Labour leader of being “evasive”.

      Marie van der Zyl told BBC Radio 4’s Today programme: “After days of being evasive, Jeremy Corbyn has now admitted attending a memorial event for the terrorist murders of unarmed athletes. How can you say he is not involved?

      “In 1972, these are unarmed people who were attending the Olympics, they were savagely mutilated and murdered. There is no reason Jeremy Corbyn should not apologise to the widows and to the victims for this terrible massacre … He needs to also recognise that he can’t cavort with terrorists.”

      It is not the first time the event in Tunisia has been the subject of controversy. In the run-up to the 2017 general election, Michael Fallon, then the defence secretary, said his presence there showed that Corbyn was “unfit” to be prime minister.

      Fallon’s accusation was based on an account given by Corbyn about the trip in the Morning Star newspaper in October 2014. He wrote: “Wreaths were laid to mark the 1985 bombing of the PLO HQ and on the graves of others killed by Mossad agents in Paris in 1991.” He appears to have made a mistake about the dates because the only person killed in Paris was Bseiso in 1992.

      The controversy emerges at a time when Labour is embroiled in a row about antisemitism and whether the party will adopt in full, with all its examples, the definition produced by the International Holocaust Remembrance Alliance (IHRA).

      Corbyn said in the same interview that the Labour party would consult with the Jewish and Palestinian communities over whether to adopt one remaining example attached to the IHRA definition.

      Striking a conciliatory tone, he said Labour had agreed to the IHRA definition and almost all of its 11 examples.

      “The one example that we are discussing and consulting on is one that makes sure that you can discuss and debate the relations between Israel and Palestine, the future of the peace process and, yes, make criticisms of the actions of the Israeli government in the bombing of Gaza and other places,” Corbyn said.

      “But you can never make those criticisms with antisemitic language or antisemitic intentions. And that is what we are absolutely clear on.”

      His remarks confirmed that Labour had dropped its objections to three other examples attached to the IHRA code. The remaining sticking point is the example that states “claiming that the existence of a state of Israel is a racist endeavour” is antisemitic – because of concerns in the party about hindering legitimate criticism of the creation of Israel.

      The Labour MP Margaret Hodge said the only way “Jeremy Corbyn can put this issue to bed” is to “adopt the internationally agreed definition of antisemitism in full”. She said: “Until he does that, incidents such as his presence at the laying of wreaths at the graves of those responsible for torturing and murdering innocent Jewish Israeli athletes in Munich will continue to emerge.”

      Volgende te beantwoorden vraag: wat waren die mossad-aanslagen in Parijs in 1985 of 1991 of 1992, of elders, of in andere jaren? Dit is nog niet duidelijk.
