Het is wel ironisch dat Rif-kolonisten in Nederland klagen over Joodse kolonisten in Palestina. Wie iets tegen koloniseren heeft moet het zelf ook niet praktiseren. Hier in Chili met de grootste kolonie Palestijnen buiten Palestina zijn er nul(!) agressieve confrontaties met Joden die eveneens in Chili wonen. Bijna alle Palestijnse Chilenen hebben een Christelijke achtergrond. Dat zegt dan ook alles over religie en verdraagzaamheid. Hier wordt de oorlog niet geïmporteerd.

Een humaan én rationeel oordeel is dat de aanvallen verschrikkelijk zijn voor de slachtoffers, en dat men er niet om moet juichen. Zo zeg ik het.

Daarbij denk ik dat elk oordeel in de context moet worden verwoord. Dat deed VN secretaris-generaal A. Guterres. Hij zei:

“Het is belangrijk om ook te erkennen dat de aanvallen van Hamas niet in een vacuüm plaatsvonden. Het Palestijnse volk is onderworpen aan 56 jaar verstikkende bezetting.”

Honderden Palestijnen zijn sinds begin vorige maand ontheemd door kolonisten op de Westelijke Jordaanoever: VN

Geweld van kolonisten tegen Palestijnen op de bezette Westelijke Jordaanoever is aanzienlijk toegenomen sinds het begin van de oorlog tussen Gaza en Israël op 7 oktober

Ruim 800 mensen uit ten minste 98 huishoudens op de bezette Westelijke Jordaanoever zijn sinds begin vorige maand ontheemd geraakt door Israëlische kolonisten, volgens een rapport dat op 1 november werd vrijgegeven door het VN-Bureau voor de Coördinatie van Humanitaire Zaken (OCHA).

“In 15 herdersgemeenschappen op de Westelijke Jordaanoever zijn sinds 7 oktober minstens 98 huishoudens met 828 mensen, waaronder 313 kinderen, ontheemd geraakt als gevolg van kolonistengeweld of toegenomen bewegingsbeperkingen”, aldus het OCHA-rapport.

Enkele dagen geleden ontvluchtten 141 Palestijnen uit de stad Khirbat Zanuta in het zuiden van de Westelijke Jordaanoever hun huizen nadat gewapende kolonisten hadden gedreigd hen te vermoorden als ze weigerden te vertrekken.

Volgens het rapport vonden er in oktober verschillende aanvallen van kolonisten plaats op de herdersgemeenschap van Khirbat Zanuta. Als gevolg hiervan is tweederde van de gezinnen die in het gebied wonen nu ontheemd.

“Ook hebben de kolonisten bewegingsbeperkingen opgelegd, waardoor toegangswegen naar Palestijnse gemeenschappen zijn geblokkeerd. Dergelijke maatregelen hebben de toegang van de Palestijnen tot essentiële diensten en middelen van bestaan beperkt. In sommige gevallen hebben kolonisten ook de waterbronnen beschadigd waar herdersgemeenschappen van afhankelijk zijn”, zegt OCHA.

Middle East Eye (MEE) meldde vorige week dat kolonisten folders verspreidden over de Westelijke Jordaanoever waarin ze de Palestijnen bedreigden om naar Jordanië te vluchten.

“Dit is uw laatste kans om naar Jordanië te vluchten voordat we onze vijanden doden en u uit ons Heilige Land verdrijven, dat ons door God is beloofd”, luidden de folders, die de Palestijnen ook waarschuwden voor een nieuwe “grote Nakba” die hun kant op zou komen.

Israëlische functionarissen hebben de afgelopen maanden toegegeven dat het geweld tegen kolonisten groen licht heeft gekregen van de regering.

Deze aanvallen zijn aanzienlijk toegenomen sinds 7 oktober en het begin van de oorlog tussen Gaza en Israël.

Twee Palestijnen werden op 12 oktober tijdens een begrafenisstoet door Israëlische kolonisten doodgeschoten. De begrafenis die werd gehouden, was voor vier Palestijnen die een dag eerder door kolonisten in het dorp Qusra waren vermoord.

Terwijl Israëlische kolonisten proberen Palestijnen uit hun huizen op de bezette Westelijke Jordaanoever te verdrijven, is de Israëlische regering momenteel van plan de bevolking van de Gazastrook met geweld de Egyptische Sinaï-woestijn in te duwen.

Een gelekt inlichtingendocument dat op 28 oktober door een Israëlisch tijdschrift werd gepubliceerd, beschrijft een nauwgezet plan om de strook opnieuw te bezetten en de 2,2 miljoen inwoners naar de Sinaï te dwingen, waar ‘tentensteden’ zouden worden opgericht om hen onder te brengen. Het plan benadrukt dat de gedeporteerde Palestijnen niet mogen terugkeren.

Het idee om Palestijnen de Sinaï-woestijn in te duwen dateert uit een decennia oud Israëlisch plan.

Dit ‘Overdrachtsplan’ – oorspronkelijk geformuleerd in de jaren veertig door de zionistische milities die in Palestina opereerden en vervolgens na 1948 door de regering van Israël onderschreven – roept op tot massale verdrijving van Palestijnen naar de Sinaï-woestijn.

Na de Israëlische bezetting van de Westelijke Jordaanoever in 1967 werd het idee om Palestijnen naar Jordanië te drijven onderdeel van dit ‘Transferplan’.

Israël dwong velen in de loop der jaren om naar Jordanië te migreren, vooral na 1967 en met de snelle uitbreiding van illegale nederzettingen op de bezette Westelijke Jordaanoever.

Het ‘Transferplan’ is echter nooit officieel ten uitvoer gelegd en is een schending van VN-resolutie 194, die in 1948 werd uitgevaardigd en het recht op terugkeer legitimeert voor Palestijnse vluchtelingen die uit hun huizen zijn verdreven.

Secretary-General's remarks to the Security Council - on the Middle East

Mr. President, with your permission, I will make a small introduction and then ask my colleagues to brief the Security Council on the situation on the ground.

Excellencies,

The situation in the Middle East is growing more dire by the hour.

The war in Gaza is raging and risks spiralling throughout the region.

Divisions are splintering societies. Tensions threaten to boil over.

At a crucial moment like this, it is vital to be clear on principles -- starting with the fundamental principle of respecting and protecting civilians.

I have condemned unequivocally the horrifying and unprecedented 7 October acts of terror by Hamas in Israel.

Nothing can justify the deliberate killing, injuring and kidnapping of civilians – or the launching of rockets against civilian targets.

All hostages must be treated humanely and released immediately and without conditions. I respectfully note the presence among us of members of their families.

Excellencies,

It is important to also recognize the attacks by Hamas did not happen in a vacuum.

The Palestinian people have been subjected to 56 years of suffocating occupation.

They have seen their land steadily devoured by settlements and plagued by violence; their economy stifled; their people displaced and their homes demolished. Their hopes for a political solution to their plight have been vanishing.

But the grievances of the Palestinian people cannot justify the appalling attacks by Hamas. And those appalling attacks cannot justify the collective punishment of the Palestinian people.

Excellencies,

Even war has rules.

We must demand that all parties uphold and respect their obligations under international humanitarian law; take constant care in the conduct of military operations to spare civilians; and respect and protect hospitals and respect the inviolability of UN facilities which today are sheltering more than 600,000 Palestinians.

The relentless bombardment of Gaza by Israeli forces, the level of civilian casualties, and the wholesale destruction of neighborhoods continue to mount and are deeply alarming.

I mourn and honour the dozens of UN colleagues working for UNRWA – sadly, at least 35 and counting – killed in the bombardment of Gaza over the last two weeks.

I owe to their families my condemnation of these and many other similar killings.

The protection of civilians is paramount in any armed conflict.

Protecting civilians can never mean using them as human shields.

Protecting civilians does not mean ordering more than one million people to evacuate to the south, where there is no shelter, no food, no water, no medicine and no fuel, and then continuing to bomb the south itself.

I am deeply concerned about the clear violations of international humanitarian law that we are witnessing in Gaza.

Let me be clear: No party to an armed conflict is above international humanitarian law.

Thankfully, some humanitarian relief is finally getting into Gaza.

But it is a drop of aid in an ocean of need.

In addition, our UN fuel supplies in Gaza will run out in a matter of days. That would be another disaster.

Without fuel, aid cannot be delivered, hospitals will not have power, and drinking water cannot be purified or even pumped.

The people of Gaza need continuous aid delivery at a level that corresponds to the enormous needs. That aid must be delivered without restrictions.

I salute our UN colleagues and humanitarian partners in Gaza working under hazardous conditions and risking their lives to provide aid to those in need. They are an inspiration.

To ease epic suffering, make the delivery of aid easier and safer, and facilitate the release of hostages, I reiterate my appeal for an immediate humanitarian ceasefire.

Excellencies,

Even in this moment of grave and immediate danger, we cannot lose sight of the only realistic foundation for a true peace and stability: a two-State solution.

Israelis must see their legitimate needs for security materialized, and Palestinians must see their legitimate aspirations for an independent State realized, in line with United Nations resolutions, international law and previous agreements.

Finally, we must be clear on the principle of upholding human dignity.

Polarization and dehumanization are being fueled by a tsunami of disinformation.

We must stand up to the forces of antisemitism, anti-Muslim bigotry and all forms of hate.

Today is United Nations Day, marking 78 years since the UN Charter entered into force.

That Charter reflects our shared commitment to advance peace, sustainable development and human rights.

On this UN Day, at this critical hour, I appeal to all to pull back from the brink before the violence claims even more lives and spreads even farther.

By a macabre coincidence 2023 marks the 100th anniversary of the League of Nations grant of a Palestine Mandate to Britain in 1923, and the 75th anniversary of the 1948 Nakba (or Catastrophe) in which 800,000 Palestinians (60% of the Indigenous Palestinian inhabitants) were forcibly expelled from the land continuously inhabited by their forebears for over 3 millennia [1-4]. Now in 2023 the 2.3 million utterly impoverished, besieged and bombed inmates of the Gaza Concentration Camp and mostly descending from refugees in the 1948 Nakba are facing and indeed undergoing a genocidal second mass population expulsion by neo-Nazi Apartheid Israel. Unfortunately the World did not listen to Gandhi when he stated (1938): “Palestine belongs to the Arabs in the same sense that England belongs to the English or France to the French. It is wrong and inhuman to impose the Jews on the Arabs. What is going on in Palestine today cannot be justified by any moral code of conduct. The mandates have no sanction but that of the last war. Surely it would be a crime against humanity to reduce the proud Arabs so that Palestine can be restored to the Jews partly or wholly as their national home. The nobler course would be to insist on a just treatment of the Jews wherever they are born and bred” [5].

(6) US-backed Palestinian Genocide, 2005 from -September 2023

2006, Hamas won the Occupied Palestinian elections but was declared a terrorist organization by the serial war criminal US Alliance and Israel and fled to rule the Gaza Concentration Camp from 2007, leaving Fatah to rule the Occupied Palestinian West Bank; Apartheid Israel imposed a savage blockade on the Gaza Concentration Camp from 2005, allowing for bare survival and some day labourers allowed to work in Israel. Exercising the legal right of self-defence of subjugated people as acknowledged by the Preamble to the Universal Declaration of Human Rights and the UN Charter, over 20 years Gazans fired about 30,000 ineffective rockets into Israel that were mostly stopped by the US-supplied Iron Dome defence system and killed about 50 people. However the Israelis responded with sniper fire and unstoppable high explosive missiles from air, land and sea that killed about 6,407 Gaza Palestinians in some 5 major deadly episodes in 2006, 2008-2009, 2014, 2018-2019, and 2021 [6]. Thus in the Gaza Great March of Return following the Israeli annexation of East Jerusalem in 2017 about 180 Gaza Palestinians were killed and 9,200 wounded by Israeli snipers.

(7) Palestinian subjugation and Palestinian Genocide prior to October 2023

Prior to the present ghastly and ongoing Gaza Massacre by neo-Nazi Apartheid Israel, the century-long Palestinian Genocide was associated with 0.1 million deaths from violence and 2 million deaths from imposed deprivation [1-4]. Of about 15 million mostly impoverished Indigenous Palestinians, there are 7 million Exiled Palestinians (deriving from prior mass population expulsions and illegally prevented by the Zionazis from returning to the land continuously inhabited by their forebears for over 3 millennia); presently 5.7 million Occupied Palestinians (unable to vote for the government ruling them, and denied all human rights specified in the 30 Articles of the Universal Declaration of Human Rights [7] and highly abusively confined under brutal Israeli military rule to ever-diminishing West Bank ghettoes (3.4 million) or to the blockaded and bombed Gaza Concentration Camp (2.3 million)); and 2 million Israeli Palestinians (able to vote for the government ruling them, albeit as Third Class citizens under 60 Nazi-style, race-based discriminatory laws).

Some shocking indicators:

(a) poverty kills and the GDP per capita is $1,000 (Gaza), $3,500 (Occupied Palestinian Territory), and $55,500 (Apartheid Israel);

(b) according to the Israeli Committee Against Home Demolitions (ICAHD) more than 131,000 Palestinian homes have been demolished in Israel and the Occupied Palestinian Territory (OPT) since 1947 with huge numbers threatened by “lack of permits” and “collective punishment by home demolition”;

(c). before WW2 Palestine exported nearly 40 million oranges annually and was also famed for olive oil, but since 1948 about 3 million citrus and olive trees have been destroyed by the Zionazis;

(d) the life expectancy gap between Apartheid Israel and the OPT is 10 years;

(e) on average in the 21st century Israelis have violently killed about 500 Occupied Palestinians per year with a further 4,000 killed annually by imposed deprivation [3], and in the 21st century prior to October 2023 this carnage totalled about 11,500 violent Palestinian deaths and about 90,000 deaths from imposed deprivation (contrast the average domestic Israeli homicide rate for Israelis killing fellow Israelis that has been about 20 per million per year i.e. about 190 per year and 4,300 in the 21st century).
